- Maintenance, Repair & Replacement Services for Laboratory Division Test Equipment The United States Army, Research, Development and Engineering Command in support of the Armament, Research, Development, and Engineering Center (ARDEC) has a requirement for maintenance, repair, calibration and testing services for Laboratory Division equipment located at Picatinny Arsenal, NJ. The contractor will provide maintenance, repair, calibration, equipment/parts replacement, hardware and software upgrades for laboratory test equipment located at ARDEC. The contractor will also provide inspection services / Nondestructive Testing (NDT) Services; technical support (subject matter expert services, NDT certified personnel services, NDT auditing services, Training); basic labor for carpentry, paint, unskilled labor; provide/arrange trainings for Laboratory Staff certification - radiography, physiology, fundus, hearing exam, EEG, EKG; test vehicle rentals, mobile office rentals; support from Medical advisor, nurse support, medical technicians; Vicon maintenance, upgrades, replacement of cameras that break, provide newer versions of software; marketing - tri-folds, posters, brochures, printing and design, web page support, promo video. The lab equipment is used in performing Environmental Testing, Nondestructive and Radiographic Testing and Evaluation of Army materiel, and Tactical Behavior Research. For Routine Service the interested parties shall need to arrive on site within two business day of receiving telephone notification from the COR or the alternate COR (ACOR), and shall complete the repairs within thirty consecutive working days. In some instances, the COR may require that Emergency Service to be initiated within two work days from the time of the call. Specific equipment, used to test inert and explosively loaded materials, to be serviced and services include: (see Appendix 1) a) Liquid CO2 and CO2 Tank Storage b) Power Amplifiers including 100 KVA through 300 KVA with associated cooling, shock, and vibration components MB C60, C220, Ling B340. c) Environmental Chambers such as: Temperature/Humidity, Altitude, Pressure, Salt Fog, Shock, and others d) Electrical equipment (Environmental Chambers, Vibration, and Shock Equipment) e) Calibration of electronic and mechanical equipment (chambers, controllers, measurement devices, tools, and other laboratory equipment.) f) Linear Accelerators g) Industrial Film Processors h) Portable Pulsed X-Ray Generators i) Digital Detector Arrays j) Radiation Safety Equipment k) Constant Potential X-Ray Generators l) Computed Tomography System m) Dimensional Analysis/Measurement Equipment (Optical, CMM) n) Material Properties/Characteristics (Hardness Tester, Digital Scales) o) Non-Destructive Test Equipment (Magnaflux MPI, Eddy Current, UT) p) Vicon Cameras The types of repairs, maintenance, and calibration anticipated include, but are not limited to: a) repair refrigerant leaks, b) recharge systems, c) replace belts, d) replace and/or repair failed seals, e) valves, f) electrical components, g) refrigeration components, h) fluids, i) controllers, j) electric power amplifiers, k) air compressors, pumps l) heaters, heat exchangers m) shock and vibration components associated with shakers and power amplifiers n) calibration of electronic and mechanical equipment (chambers, controllers, measurement devices, tools, specialized radiation safety equipment, and other laboratory equipment.) o) installation services of electronic and mechanical equipment (chambers, controllers, measurement devices, tools, specialized radiation safety equipment and other laboratory equipment.) p) maintenance services of electronic and mechanical equipment (chambers, controllers, measurement devices, tools, specialized radiation safety equipment and other laboratory equipment.) q) power supply repairs r) re-grease / replace high voltage cables s) replace communication relays / components t) services to support Laboratory functions (inspection, training, certifications and certified service, auditing, carpentry, rental, promotional, printing, medical) Maintenance, repair and purchasing services shall be in compliance with AMCR 385-100, Safety Manual (See Attachment 1) and DA PAM 385-64, Ammunition and Explosive Safety Standards (See Attachment 2). This Sources Sought Notice is for informational and planning purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested parties are highly encouraged to provide a description of capabilities statement not to exceed 20 pages. Responses shall include information relative to knowledge/abilities to provide the technical support sought.
