SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 237990, with a small business size standard of $36.5M Million. The estimated value of the procurement is between $1,000,000 and $5,000,000. Performance and Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform rebuild to an existing U.S. Coast Guard Aids to Navigation (ATON) structure: Marcus Hook Range Lights; Philadelphia, PA. Rebuild to be performed include: Remove Existing Front Range. The steel tower is assumed to contain lead paint and the timber components to contain creosote. All materials that are assumed to be contaminated shall be properly disposed of at an off-site disposal facility in accordance with all local, State and Federal requirements. Remove submarine cable and associated electrical equipment servicing Front Range. Removal of electrical service and equipment for existing rear. Construct front and rear ranges including platforms, ladders, boat landings, navigational equipment, and all appurtenances and equipment as indicated on the contract drawings and specifications. The Contractor shall comply with OSHA lead in construction standard and other applicable regulatory standards to protect workers from exposure to airborne lead dust. The ATON structure is located in New Castle County, Wilmington, DE. The performance period is estimated to be 236 calendar days from issuance of Notice to Proceed. Your response should include the following: Reference number, company name, address, Dun and Bradstreet number, point of contact, phone number, email address; and, (a) a positive statement of your intent to submit a proposal for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); and, (c) evidence of prior successful ATON repair work to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (d) Statement that your firm has/has not previously performed work under this NAICS as a prime contractor; (e) Provide evidence of bonding capability to the maximum magnitude on the project to include both single and aggregate totals; (f) State the number and occupations of employees in your firm. Your response is required no later than 07 February 2018. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
