EST Dear Prospective Applicants: The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of Food for Peace (FFP), is seeking applications from qualified U.S. citizens to provide personal services as a Supply Chain Manager under a United States Personal Services Contract (USPSC), as described in the attached solicitation. STATEMENT OF WORK: BACKGROUND The U.S. Agency for International Development's Office of Food for Peace (FFP) is the largest provider of food assistance in the world. FFP works together with others to reduce hunger and malnutrition and assure that adequate, safe and nutritious food is available, accessible to and well-utilized by all individuals at all times to support a healthy and productive life. Each year on average FFP provides more than $2 billion of food assistance, reaching 45-55 million beneficiaries in approximately 50 countries. Food for Peace works in both emergency and development contexts, with emergency and recovery activities comprising 80 percent of total spending. Through its emergency activities, FFP strives to provide food assistance to save lives, reduce suffering and support the early recovery of populations affected by both conflict and natural disasters. FFP also recognizes that repeatedly responding to emergencies is not sufficient to end hunger and increase food security. FFP development activities help chronically food insecure populations reduce their long-term need for food assistance by strengthening the capacity of developing societies to ensure access to food for their most vulnerable communities and individuals, especially women and children. FFP also helps individuals and communities better withstand future shocks through resilience-building activities. Food for Peace works closely with many other parts of USAID, especially the Bureau for Food Security, which plays a key role in implementing the President's Feed the Future initiative, and the Office of U.S. Foreign Disaster Assistance, which leads on disaster response around the world. More Information on FFP is available at: http://www.usaid.gov/what-we-do/agriculture-and-food-security/food-assistance INTRODUCTION The incumbent of this position works in the FFP Operations Division, serving as a Supply Chain Manager with responsibility for the Supply Chain Management Team. The Operations Division is entering a new phase with a broader scope that includes the creation of a Supply Chain Management strategy, the production of prepositioning warehouse strategies, the adaption of transportation modalities and/or routes to maximize economy, and the documentation of physical supply chain processes, such as workflows, cycle times, position responsibilities or system flows. Specifically, the incumbent must have demonstrated ability to perform analytical and evaluative work regarding supply chain management processes. The necessary analytical skills require the ability to address matters of problem mitigation, especially regarding time-sensitive action in order to ensure commodities are delivered or prepositioned appropriately. The incumbent must also be able to coordinate with division chiefs, field based staff, NGOs, partners, and a variety of other stakeholders in order to provide recommendations based on evaluation of program needs, analysis of historical data, assessment of forecasts' potential effect on supply chain activities, and estimation of prices. The work requires a high degree of initiative and judgment to assure effective preparation of information to inform decisions regarding food assistance programs and the determination of whether products are in compliance with specifications and program needs. The incumbent must have the ability to interact with a broad range of internal and external partners, clients, and function successfully as a member of a multi-functional team. The incumbent must also demonstrate resourcefulness and the ability to manage competing work priorities and work independently when required. 11. CORE FUNCTIONAL AREAS OF RESPONSIBILITY: The Supply Chain Manager provides guidance to senior management and office staff on issues related to supply chain management. The incumbent will supervise the Supply Chain Team and coordinate collaboration with other offices and departments, such as USAID's Office of Transportation (M/OAA/T), U.S. Department of Agriculture (USDA), and ensure that the food technology specialist, nutrition specialists, and implementing partners are included in discussion regarding the identification or qualification of new suppliers. The Supply Chain Manager streamlines data in order to produce regular and routine Monitoring and Evaluation (M&E) reports specifically focused on performance metrics for measurement, comparison, and evaluation of supply chain factors. The Supply Chain Manager provides technical and managerial guidance with respect to all analytical outputs. The Supply Chain Manager devotes his/her time to the following tasks: • Create, review, implement, and update supply chain policies, procedures and best practices, as well as the prepositioning warehousing strategies, which support programmatic objectives and requirements; • Analyze inventories to determine methods to increase inventory turns, reduce delivery time, and/or optimize supply chain performance; • Build a strong vendor base while managing FFP's relationship with the vendor and trade associations; • Develop and implement procedures and systems to evaluate vendors, supplier performance, and to ensure products are in compliance with specifications and program needs; • Recommend transportation modalities and/or routes to maximize economy by combining shipments or consolidating warehousing and distribution; • Coordinate negotiation of prices and terms with other USAID offices, USDA, suppliers, vendors, and freight forwarders; • Evaluate and select information or other technological solutions to improve tracking and reporting of materials or products distribution, storage, and inventory; • Document physical supply chain processes, such as workflows, cycle times, position responsibilities, and system flows; • Investigate or review the carbon footprints and environmental performance records of current or potential storage and distribution service providers; • Define performance metrics (KPIs) for measurement, comparison, and evaluation of supply chain management in order to produce regular and routine monitoring/reporting of supply chain KPIs; • Ensure supply chain management concerns are included in office policy and are incorporated into program planning and implementation; • Coordinate with other USAID offices, USDA, suppliers, food technology specialists, nutrition specialists, implementing partners, and M/OAA/T in order to establish performance metrics, provide performance feedback, and discuss production forecasts/changes; • Manage the end to end Supply Chain Performance Management functions and processes; • Define and develop appropriate key performance indicators, performance benchmarks and associated data sources; • Manage all cross-agency delivery and distribution actions and tasks; • Make inventory decisions based on inventory carrying costs, program needs and priorities; • Participate in the annual/semi- annual SC council meeting with the external stakeholders; • Efficiently distribute products among program partners (PVOs), Ports, distribution centers, warehouses, through a logistics network; • Conduct and participate in the monthly Supply review meetings and other planning sessions driven by the supply planning processes; and • Develop, manage and maintain Demand Plans and the associated tasks. Supervisory Controls: The incumbent works under the supervision of the Division Chief of the FFP Operations Division. The incumbent exercises independence and initiative in defining and carrying out duties. Responsibilities are carried out in coordination with the Division Chief with the incumbent prioritizing overall objectives and managing available resources. The incumbent develops deadlines for activities and other specialized tasks and is responsible for planning and carrying out assignments, resolving most conflicts that arise, and coordinating work with others as necessary. The incumbent interprets policy on their own initiative and in terms of established objectives. Incumbent keeps supervisor informed of progress in achievement of objectives and advised of potentially controversial matters. Work completed is reviewed in terms of effectiveness in advancing USAID Food Security policy, the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA)/FFP strategic plan, and Bureau objectives as enunciated in annual reports/resource request submission. Guidelines: The incumbent is required to exercise considerable independent judgement in interpreting and applying various guidelines and regulations. The incumbent is recognized as a technical authority in the development and interpretation of policy and guidance. Pertinent sources of information consist of the FFP rules and regulations, The Farm Bill, Foreign Assistance Act, the Cargo Preference Act, FFP issued guidelines & information bulletins, and USAID Agency rules and regulations. Complexity: At the GS-14 level, duties vary that require different processes, methods and substantial depth of analysis. The incumbent must work with a range of people from operations, technical, field staff, other bureaus within USAID and inter-agency such as Department of State (DOS) and Department of Agriculture (USDA). In addition, the incumbent must work with Public International Organizations (PIOs), such as the World Food Program (WFP), and Private Voluntary Organizations (PVOs). Scope and Effect: At the GS-14 level, work typically includes resolving critical problems, and coordinating the entirety of the supply chain management process with a range of stakeholders. Work requires formal responsibility for leading the supply chain management team and coordinating the work of other technical and professional staff. The incumbent will be responsible for managing efforts to support the development of the supply chain management strategy and policies for FFP. The incumbent will identify inefficiencies in the present supply chain management policy, make recommendations to establish a standardized, efficacious method of procuring and delivering commodities. Personal Contacts: At the GS-14 level, the incumbent will also provide oversight for activities carried out by the Supply Management Team. The incumbent will be responsible for liaising closely with a range of stakeholders throughout the emergence of the new supply management chain policy. These parties include, but are not limited to, the Operations, Budget, and Finance teams within the Operations Division, other FFP Divisions, USAID's Office of Transportation (M/OAA/T), and other Government agencies. Additional contacts may be with the U.S. Department of Agriculture (USDA), Public International Organizations (PIOs), such as the World Food Program (WFP), and Private Voluntary Organizations (PVOs). The incumbent will coordinate the negotiation of prices and terms with other USAID offices, USDA, suppliers, vendors, and freight forwarders. Purpose of Contacts: At the GS-14 level, the incumbent must justify, defend, negotiate, and settle matters involving controversial issues among decision makers involved in making changes to a range of policies applied to supply chain management. The people contacted by the incumbent typically have diverse viewpoints, goals, and objectives including U.S. Government agencies (State Department, U.S. Department of Agriculture, PIOs, etc.). The incumbent is required to achieve a common understanding among the various parties and propose satisfactory solutions that address their various objectives to interpretations of existing policy or the provision of recommendations to change policy related to supply chain management. 12. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is primarily performed in an office setting. The requirement for field trip assignments to assess warehouse conditions, conduct site visits, or participate in technical capacity building events related to vendor operations may expose the incumbent to difficult working surroundings and security risks during the course of travel. The work is generally sedentary and does not pose undue physical demands. During deployment on DARTs (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 15.
