- Description
- NAVAIR Lakehurst in collaboration with the Office of Naval Research (ONR) has a requirement for a Future X-Band Radar (FXR), and related auxiliary equipment and engineering services as part of the Foreign Comparative Testing (FCT) program. The Government intends to procure the FXR under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, as well as the authority of DFARS 206.302-1 by soliciting on a sole source basis from Saab. The requirement is for a high-power, lightweight solid state phased array X-Band radar with GaN power amplifier technology. The radar will be used for evaluating characteristics of GaN technology in the SWaP constraints of fighter-class radars. This radar will have well documented and non-proprietary interfaces and controls as well as have independent transmit channels and receive channels for each subarray to enable transmission of different signals across the array. For additional system agility and operational modes, the radar system has the means to arbitrarily set analog amplitude and phase weights per element and per pulse. The radar system will also be used in various environments---this includes sea, air, and land environments, both CONUS and OCONUS---which requires airworthiness certification and resilience at levels suitable for developmental testing in those environments. All aspects of the hardware and raw data products from the system is unclassified to facilitate testing and storage in uncontrolled spaces. The array architecture will be built such that RF inputs and outputs to transmit-receive modules or elements are accessible through minimal hardware redesign to enable azimuthal digital beamforming simultaneously across a 90-degree field of view. This notice of intent is not a request for competitive proposals; however all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All responses received by the closing of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
