- **AMENDMENT** - Upload Questions/Answers **AMENDMENT** - Upload Questions/Answers **AMENDMENT** - Upload SIR Purpose of Announcement: The Federal Aviation Administration (FAA), Flight Program Operations, has a requirement for aircraft cleaning and servicing of lavatories. The FAA contemplates a single award of an indefinite delivery/requirements type contract. The period of performance is anticipated to be one base year and four (4) separate one-year option periods, if exercised. This solicitation/request for offer is full and open competition. The NAICS code for this effort is 561720 for "Aircraft Janitorial Services" with a size standard of $18 Million. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO. Proposals are due no later than 1:00 p.m. local time CST (Central Time Zone), 13 February 2018, and must be electronically submitted to Contract Specialist, Janice Hammonds at Janice.hammonds@faa.gov or by mail to P.O. Box 25082, Oklahoma City, OK 73125. Offerors may also deliver their proposal to 6500 South MacArthur Boulevard, MPB #24 Room 313, Oklahoma City, OK 73169. The following information must be listed either in the subject line of the email or on the label of the proposal: SIR/RFO 6973GH-18-R-00072. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for contract award. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at the Mike Monroney Aeronautical Center (MMAC). Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. Any questions pertaining to this SIR/RFO should be sent in writing to the Contracting Officer (CO) at Janice.hammonds@faa.gov within fourteen (14) calendar days of the release of the SIR. The FAA reserves the right not to allow questions after the fourteen (14) day cutoff. NO PHONE CALLS PLEASE. All Offeror questions, concerns, and clarification requests must be made in writing and submitted to Janice.hammonds@faa.gov. Do not contact the program office regarding this solicitation. In addition, this SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
