Description
Sources Sought This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 339112 (1,000 employees). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov Written responses emailed to the point of contact for this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may or may not be published in the Federal Business Opportunity (Fedbizopps/www.fbo.gov) website and/or in GSA eBuy. If solicitations are requested they will be requested per FAR and VAAR regulations. Responses to this sources sought synopsis are not considered adequate responses to future solicitation announcements. All interested offerors shall respond to the requisite solicitation announcement in addition to responding to sources sought announcements. All interested Offerors should submit information by e-mail to Theresa.hamilton@va.gov All information submissions shall be received no later than 3:00 pm Eastern Time on February 8, 2018. After review of the responses to this announcement, if the Government intends to proceed with the acquisition and a subsequent solicitation may be published. STATEMENT OF WORK (SOW) Tissue Processor 3. Background: The New Mexico VA Health Care System (NMVAHCS) Pathology and Laboratory Medicine Service (P&LMS) Histology department processes a large volume of patient specimens daily to prepare paraffin blocks and ultimately stained slides for diagnostic review by the department s pathologists. The new model of tissue processor has many safety features including a rotation system for reagents. This allows the operator to remove exhausted reagent bottles without the hazard of pouring off reagents. 4. Scope: The Histology department requires one new tissue processor. Besides the safety features, a new processor shall decrease reagent cost by utilizing the reagents until they are exhausted before being replaced. 5. Specific Tasks: We are requesting specific, high quality Equipment that meets or exceeds the example of the following tissue processor utilizing the following salient characteristics: Fisher Scientific, Excelsior AS with line conditioner; vendor # A82300001A 5.1 CLINs: CLIN 0001 Tissue processor CLIN 0002 Install and Training CLIN 0001 Specific criteria the tissue processor must meet or exceed: Touch screen user interface Downdraft fan to remove fumes when chamber is opened to reduce chemical vapor exposure of employees Negative pressure in reagent storage cabinet where fumes are passed through filters to remove hydrocarbons and formaldehyde. Reaction chamber with three fill levels At least 220 cassette capacity Automated in-process reagent rotation Automatic monitoring of quality of first reagent alcohol. When quality isn t acceptable, automatic rotation of reagents, discarding of used reagents into an empty bottle, and notification of operator. Chamber design with continuous agitation Reaction chamber viewing window Customizable programs and flushing options Battery back-up with capability of four hours of battery operation Access code protection Automatic transfer of paraffin into the waste container for easy removal- avoiding spills 5.3 CLIN 0002 Vendor should supply initial install/set-up and on-site training for lab team 6. Performance Monitoring Lab staff will contact biomedical engineering if there are any questions about the performance of the tissue processor. 7. Security Requirements: The C&A requirements do not apply. A Security Accreditation Package is not required. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 9. Other Pertinent Information or Special Considerations. N/A Packaging, Packing and Shipping Instructions: Ship to Warehouse, NMHCS Albuquerque, NM b. Inspection and Acceptance Criteria: The tissue processor should come with a Manufacturers warranty and will be inspected by Bio-med prior to use. 10. Risk Control : Staff is familiar with use of tissue processors, which is part of annual safety training for all staff working in the laboratory.
