- N0016418RWP43 - SOLE SOURCE - COBHAM ADVANCED ELECTRONIC SOLUTIONS INC - FSC 5985 - NAICS 334419 Anticipated Solicitation Issue Date: 22 MAR 2018 - Closing Date: 27 APR 2018 - 2:00 PM Eastern Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Cobham Advanced Electronic Solutions INC, 11 Continental Drive, Exeter, NH 03833, for AN/SPQ-9B Rotary Joint/Slip Rings. The anticipated contract will be for a minimum of one each AN/SP1-9B Rotary Joint/Slip Ring Manufacture with an estimated maximum value of $1,500,000.00. The anticipated delivery is FOB Destination, 120 days after issuance of a Delivery Order placed within the IDIQ ordering period. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Cobham, under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." As the original equipment manufacturer (OEM) of the required rotary joints and slip rings, Cobham is the only source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to perform these efforts. Cobham is also the only source with the required certification from the SP1-9B In-Service Engineering Agent (ISEA). No other source has the technical qualification and necessary resources to perform the work described herein, and no other supplies or services will satisfy the Government's requirement to replenish current SPQ-9B Rotary Joints/Slip Rings and obtain non-warranty repair of existing SPQ-9B Rotary Joints/Slip Rings. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact DRT directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
