Description
Am-0001 This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY16 MCAF KNMD043004, Fighter Alert Facility, Joint Base Pearl Harbor-Hickam (JBPHH), Oahu, Hawaii" as described within this announcement. This project is a design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. The North American Industry Classification Code (NAICS) for this requirement is 237310 (Highway, Street, and Bridge Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. Project Description: This design-bid-build project is to construct a fully designed aircraft shelter, parking apron, taxiway for thirteen (13) F-22 aircraft, stripping, asphalt paving, aircraft Hush House foundation, Portland Cement Concrete (PCC) pavement structure, hot mix asphalt shoulders, alter crew quarter building, sentry aloha building, entry control point building, security fences and gates, parking lot lighting, airfield and taxiway lightings, security fencing, lighting, gates, generator, demolition, grading, pavement markings, grounding points, tie downs, airfield lighting, relocation of existing utilities, and new utilities power, a/c systems, water, storm drain, sewer systems, communications voice and data, fire hydrant system, and miscellaneous appurtenances and system control to include 3rd party certification, commissioning of mechanical components, O&M manuals, etc. The estimated performance of period is 566 calendar days. Project magnitude is $25,000,000 to $100,000,000. It is the bidder's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Bidders must have and/or maintain an active registration with the System for Award Management (SAM) website to be eligible for a Government contract award. Cameras, including cell phones, will not be allowed during the site visit. Participants that have base access to JBPHH will meet at the front of Building 3392, 335 Gardner Drive, JBPHH at the date and time specified. Participants that do not have base access to JBPHH will be responsible for obtaining base passes and meeting at the front of Building 3392, 335 Gardner Drive, JBPHH at the date and time specified. Flight Line Clearance is required for all individuals to participate in the site visit. 1. Visitor Base Pass - Offerors participating in the site visit that do not have a valid gate pass or access on base will be required to complete Form SECNAV 5512/1 (APR 2014) and submit the completed document to the Government Point of Contacts, no later than February 8, 2018 at 11:00AM Hawaii Standard Time, for review and processing. The Government will require a minimum of 14 calendar days to review and process the applicant's base pass application and reserves the right to refuse any offeror attending the site visit. The Government denial of the offeror is not disputable. 2. Flight Line Clearance - Offerors attending the organized site visit must provide the following information on each individual planning to attend the site visit: Full Name, Badge Number (DBIDS/CAC) (if issued), Clearance level (if issued) and any authorized areas based on the Clearance level. A copy of each individual's Controlled Picture ID (Driver's License/State Issued) must also be included with the submission. All information must be submitted to the Government Points of Contact no later than February 8, 2018 at 11:00AM Hawaii Standard Time, for review and processing. The Government will require a minimum of 14 calendar days to review and process the applicant's flight line clearance and reserves the right to refuse any offeror attending the site visit. Any late submissions to the Government could be a reason for denial. The Government denial of the offeror is not disputable.
