- Performance Work Statement Prepared by THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This Sources Sought is a replacement for the previous posting for Project Management Office Aircraft Survivability Equipment (PMO ASE) who was requesting a Cost-Plus-Fixed-Fee (CPFF) and Cost (no-fee) modification to Task Order W56KGY-F-0001 under Contract GS00Q14OADU341 with Wyle Laboratories, Inc. This action will be awarded In Accordance With FAR Part 6.302-2(a), Unusual and Compelling Urgency. This replacement is to alert all interested parties as to the Government's change in meeting the needs of this bridge effort. THE GOVERNMENT WILL NOT REIMBURSED FOR ANY COST INCURRED IN RESPONSE TO THIS RFI. NOTICE: This announcement will only be posted for twenty-four (24) hours. The Government requires continued full performance starting 1 March 2018 without any opportunity to transition to a new awardee for March 2018. Fiscal Year (FY) 2018 Operation and Maintenance, Army (OMA), FY 2017 and 2018 Research Development Test & Evaluation (RDT&E) and FY 2017 and 2018 Army Procurement Appropriation (APA) funds will be used. This action is anticipated to be awarded no later than 28 February 2018. Description of Services: This effort provides execution of mission-critical services required to deliver centralized management for all Army aircraft survivability equipment programs that protect aircraft from threat anti-aircraft systems. The portfolio of programs spans the full spectrum of the acquisition process from systems development to production, fielding, sustainment, and eventual retirement from the force. This effort also provides critical support services needed to assist and advise PMO ASE decisions affecting operational effectiveness and readiness of its current and future aircraft protection systems. PMO ASE apply a system-of-systems acquisition approach to meet warfighters' current needs and obtain the desired future capabilities of the Army. Additionally, this effort includes specific services for continued support such as fielding, testing, readiness sustainment, Training Aids Devices Simulations and Simulators (TADSS) development, mission equipment packages, and Foreign Military Sales (FMS) applications. Period of Performance: Not To Exceed one hundred and fifty days (150) days period of performance to enable continued and uninterrupted PM ASE support services with an anticipated awarded no later than 28 February 2018.
