Statement of Work SOLICITATION NUMBER: NB733060-18-01151 AGENCY: National Institute of Standards and Technology NOTICE TYPE: Special Notice JOFOC STATUTORY AUTHORITY: FAR 13.106-1(b)(1) -------------------------------------------------------------------------------- SYNOPSIS: The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to award a sole-source, firm fixed price purchase order to Bridger Photonics, Inc., 2310 University Way, Building 4-4, Bozeman, MT 59715-6504, for the purchase of an upgraded SLM-IM distance measuring system. The order is expected to be awarded under FAR 13.106-1(b)(1). The National Institute of Standards and Technology (NIST) NIST National Fire Research Laboratory (NFRL) operates a SLM-IM absolute distance measurement system manufactured by Bridger Photonics, Inc. to support research in structural fire engineering. This system has been successfully used for benchtop-scale experiments to measure the position and movement of objects engulfed in fire. It must now be upgraded so it can be deployed in large-scale experiments. The objective of this upgrade is to modify NIST's existing SLM-IM system to increase the data sampling rate (update rate) to at least 2 kHz and extend the standoff range to at least 5 m. These modifications are necessary to use the SLM-IM to measure the position and movement of objects in large-scale fire tests with the required resolution. Only Bridger Photonics, Inc. is authorized to provide hardware and software upgrades as there are no authorized distributors and/or resellers of Bridger Photonics, Inc. products; no other company authorized to service these products. If NIST is unable to acquire hardware and software upgrades for the Bridger Photonics SLM-IM system, the system will be unable to be deployed in large-scale experiments which would limit the systems abilities to only benchtop-scale experiments already performed and have an adverse effect on furthering the research conducted by the National Fire Research Laboratory for the remaining lifetime of the system. The North American Industry Classification System (NAICS) code for this acquisition is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 1,250 employees. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Karen Armstrong by email at karen.armstrong@nist.gov, no later than 12:00 p.m. Eastern Time on Thursday, February 16, 2018. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
