- Solicitation Number: W912DS-18-B-0001 Notice Type: IFB Solicitation Synopsis: The proposed project, Fire Suppression System, Various Buildings, Watervliet Arsenal, NY is to install/upgrade fire extinguishing system, in various buildings at WVA as listed below: •B17 is a 7,805 SF facility constructed in 1830. It houses administrative and storage functions. •B20 is a 106,632 SF facility constructed in 1942. It houses manufacturing and administrative functions. •B22 is a 9,868 SF Fire House, constructed in 1848. •B23 is a 19,442 SF facility, housing administrative and storage space, constructed in 1918. •B25 is a 183,600 SF facility, housing manufacturing and administrative functions, constructed in 1918. •B35 is a 368,532 SF facility, housing manufacturing and administrative functions, constructed in 1918 •B36 is a 5,001 SF Industrial Waste Treatment Plant, constructed in 1970. •B41 is a 4,085 SF facility that houses WVA's community club, constructed in 1840. •B108 is 3,082 mail handling facility, constructed in 1890. •B110 is a 213,799 SF manufacturing facility constructed in 1888. •B121 is a RDT&E facility, 6,139 SF in size, constructed in 1942. And to install fire alarm/detection system in various buildings at WVA as listed below: •B17 is a 7,805 SF facility constructed in 1830. It houses administrative and storage space. •B25-1 is one floor of a three story manufacturing building. It is 61,200 SF in size, originally constructed in 1918. •B121 is a RDT&E facility, 6,139 SF in size, constructed in 1942. •B122 is a RTD&E facility, 1,440 SF constructed in 1918. •B126 is a storage facility, 6,615 SF in size, constructed in 1918. The solicitation will be an invitation for bid, awarded to the lowest responsible bidder. The estimated construction magnitude cost is between $10,000,000 and $25,000,000. Award is projected on 31March 2018. The performance period shall be approximately 540 calendar days from the issuance of the Notice to Proceed (NTP). The NAICS code is 236220 (Commercial and Institutional Building Construction). Anticipate the plans and specifications to be posted electronically on or about 14 Feb 2018 via the Federal Business Opportunities website at www.fbo.gov, with a bid opening on 14 March 2018 at 2:00pm in New York. Any and all amendments shall be likewise posted. Hard ercopies will not be available. It is the contractor's responsibility to monitor the FedBizOpps web-site for any amendments. Bidders are required to be registered in the System for Award Management (SAM) www.sam.gov. Award will be made to the lowest responsible bidder. The bid opening will be held at 26 Federal Plaza, New York, NY; the exact location will be included in the solicitation. All questions must be submitted in writing via email, fax, or mail to the POC indicated herein. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov. All vendors who want access to the solicitation must be registered System for Award Management (SAM) located at www.sam.gov, and FedBizOpps. To keep informed of changes, check https://www.fbo.gov frequently. Some contractor tools are as follows; 1. Register to receive notification, and 2. Subscribe to the mailing list for specific solicitation at FedBizOpps https://www.fbo.gov.
