Description
Pre-Solicitation Notice RFP-15BRRC18R00000047 The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements within a 100 mile radius of the RRC) for male Federal offenders held under the authority of United States Statutes located within the Borough of Brooklyn or the Borough of Queens, NY. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, April 2017" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2 with a one-year base period, and nine one-year options periods. The guaranteed minimum for RRC services for in-house beds is estimated to be 86% male and 14% female for the base year. The estimated maximum for RRC services for in-house beds is estimated to be 86% male and 14% female for the base year and each of the nine, one-year option periods thereafter, if options are exercised. For Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: Base Year: The guaranteed minimum number of inmate days is 20,870(33 males and 5 female) with an estimated maximum number of inmate days of 54,750 (200 males and 20 females); Option Year 1: The estimated maximum number of inmate days is 54,900 (130 males & 20 females); Option Year 2: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); Option Year 3: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); Option Year 4: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); Option Year 5: The estimated maximum number of inmate days is 54,900 (130 males & 20 females); Option Year 6: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); Option Year 7: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); Option Year 8: The estimated maximum number of inmate days is 54,750 (130 males & 20 females); and Option Year 9: The estimated maximum number of inmate days is 54,900 (130 males & 20 females). For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: Base Year: The guaranteed minimum number of home confinement placements is 6,570 (18 placements onto home confinement) with an estimated maximum number of home confinement placements of 25,550 (70 placements onto home confinement); Option Year 1: The estimated maximum number of home confinement placements is 25,620 (70 placements onto home confinement); Option Year 2: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); Option Year 3: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); Option Year 4: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); Option Year 5: The estimated maximum number of home confinement placements is 25,620 (70 placements onto home confinement); Option Year 6: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); Option Year 7: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); Option Year 8: The estimated maximum number of home confinement placements is 25,550 (70 placements onto home confinement); and Option Year 9: The estimated maximum number of home confinement placements is 25,620 (70 placements onto home confinement) It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The solicitation will be available on or about March 2, 2018 and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. The estimated closing date of RFP-15BRRC18R00000047 will be on or about May 3, 2018. All responsible sources may submit a proposal which will be considered by this agency.
