- A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Kropp Holdings, Inc., DBA KHI, is the sole source to provide worldwide capabilities of providing parts, services and supplies including landing fees, lavatory services and towing of aircraft for Special Flight Operations Unit (SFOU), Tactical Helicopter Unit (THU) and Counter IED Unit (CIED-U) helicopters. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Part 12.6 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these item is 522320 - Financial Transactions Processing, Reserve, and Clearinghouse Activities. The size standard is $38,500,000. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than, February 20, 2018, 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: jbjackson@fbi.gov. Any party responding to this notice shall shall include a letter from Kropp Holdings, Inc. confirming that they are an authorized to sell Original Equipment Manufacturer (OEM) parts and provide services needed to maintain all aircraft for SFOU, THU and CIED-U. The government contemplates a one time, firm-fixed priced Blanket Purchase Order. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
