Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with United States Technologies, Inc., 17-01 Pollitt Dr., Fairlawn, NJ 07410 for 30 Connector Interface Circuit Card Assemblies, P/N 238941. The sole source determination is based on NOAA's National Weather Service (NWS), Radar Operations Center (ROC) that has a requirement for 30 Connector Interface Circuit Card Assemblies, P/N 238941. The Signal Processor Interface Panel (SPIP) was manufactured by UST under contract RA-133W-15-CN-0134. In order to manufacture the SPIP, UST first had to develop special tooling, test fixtures, and Automated Test Set (ATS) software specifically for testing the circuit cards used in the SPIP in addition to developing Factory Acceptance Testing (FAT) of the completed assembly. The spare boards must be delivered in time to support the repair of SPIPs expected to be damaged by lightning during the upcoming severe storm season. Additionally, the SPIPs are warranted by UST for a period of 5 years. Installation of replacement CCAs manufactured by a vendor other than UST would invalidate UST's warranty on the units receiving the replacement CCA. This would be a significant disadvantage to the Government. UST is a small business and do not have any retailers or wholesalers. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
