- By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder to supply, transport and deliver 40,000 tons of stone to the BURNS WATERWAY HARBOR, PORTAGE, IN, INDIANA HARBOR, EAST CHICAGO, IN AND THE CHICAGO AREA STONE STORAGE DOCK, CHICAGO, IL. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. GOVERNMENT REQUIREMENTS: Under the Contract, the contractor will be responsible for the supply and delivery of a total of 40,000 tons of granite, quartzite, gabbro, diabase, basalt, or granodiorite stone materials. The Contractor will supply and deliver stone only by means of marine transportation to these locations. The Contractor will need to supply and deliver the various stone materials acquired by this purchase to three different sites. The points of delivery include Indiana Harbor Easterly Breakwater Structure, Burns Waterway Harbor, and the Chicago Area Stone Storage Dock. 1. Burns Waterway Harbor - This delivery site is located on the north side of the Burns Waterway Harbor channel entrance; the nearest street address of this location is 6625 South Boundary Drive, Portage, IN 46368. This is the location of the Port of Indiana - Burns Harbor. 2. Indiana Harbor - This delivery site is located at the easterly breakwater structure located on the east side of the of the Indiana Harbor entrance channel; the nearest street address of this location is 3210 Watling Street, East Chicago, IN 46312. 3. Chicago Area Stone Storage Dock - This site is located on the north side of the mouth of the Calumet River; the nearest street address of this location is 8555 South Green Bay Avenue, Chicago, IL 60617. REQUESTED INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Firm's name and BUSINESS SIZE, address, point of contact, phone number, and e-mail address: 2. Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 3. In consideration of NAICS code 327991 with a small business size standard in dollars of 500 Employees, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 4. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 5. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $1,000,000.00 to $5,000,000.00? 6. In consideration of the "Non-manufacturer rule," meaning if your company size is small, would it be able to comply with the rule, wherein your small business would be the producer of the materials or it would purchase the materials from another small business? 7. Does the potential offeror have experience in the work described for this project? If so, how many years?
