Description

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), the National Oceanic and Atmospheric Administration (NOAA), OMAO, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Gulfstream Aerospace Corporation located at 500 Gulfstream Rd Savannah, GA 31408; for annual technical publication renewal subscription services for the Aircraft Operations Center (AOC) at Lakeland, FL. Background: NOAA owns and operates one Gulfstream IV (G-IV) aircraft with the following FAA registration and serial number: N49RF - S/N 1246. The NOAA AOC located at Lakeland, Florida and manages its G-IV in accordance with FAR Part 91. It is a FAR Part 91 requirement to reference the most current aircraft manuals. The current subscription services expire on March 14, 2018. Requirements: Annual technical publication renewal subscription services for: One (1) CMP.net maintenance tracking system for large cabin aircraft One (1) GIV Maintenance Library CD-ROM Two (2) FAA Flight Manuals (GIV-AFM) One (1) Non-Destructive Testing Manual (GIV-NDT) The Original Equipment Manufacturer (OEM), Gulfstream Aerospace Corporation, is the only vendor capable of providing technical publication services. Gulfstream Aerospace Corporation is the only vendor able to provide the CMP.net maintenance tracking system. This is the industry standard and has been used since the aircraft was delivered in 1994. Switching to an alternative maintenance tracking system would be troublesome, costly and may put pilots at risk. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511199, All Other Publishers with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities with substantiating documentation in writing which if timely received, will be considered by NOAA. Responses may be sent via email to A statement of capabilities must be received by 12:00 PM EST on 21 Feb 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Oral/ telephone communications are not an acceptable response to this notice and will not be considered.
