- Specification Sheet for MSFC GPS Simulator Terms and Conditions for MSFC GPS Simlulator ***PLEASE CONTACT KELCEY EDDINGS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO KELCEY.A.EDDINGS@NASA.GOV *** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Global Navigation Satellite System (GNSS) Radio Frequency (RF) Satellite Signal Simulator System (SSSS) to enable functional testing of various GNSS Receivers for suitability onboard NASA's Space Launch System (SLS) launch vehicle. Please reference the attached specification sheet for additional information related to this requirement. To be considered technically acceptable, all offers are to be "same as or equal to" the requirements referenced therein. This action will be competed on a full and open competition basis. The NAICS Code for this procurement is 334220. Any award from this RFQ shall require the potential vendor to be certified within the Online System for Award Management (SAM) at www.sam.gov Databases prior to award. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL. Delivery date shall be 16 weeks from date of award. All contractual and technical questions must be in writing e-mail to Kelcey Eddings at kelcey.a.eddings@nasa.gov no later than February 21, 2018 by 12:00 P.M. CST. Telephone questions shall not be accepted. Offers for the items described above are due by March 2, 2018 by 5:00 P.M. CST to Kelcey Eddings at kelcey.a.eddings@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2017), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product offered is other than a domestic end product as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (JAN 2017), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2017), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and are attached to this solicitation. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm FAR 52.212-2 (Oct 2014) Selection and award shall be made to the lowest priced, technically acceptable offeror. Technical acceptability shall be determined by review of information submitted by the offeror which shall provide a description in sufficient detail to show that the product offered meets the Government's requirement per the attached items specifications sheet. NASA Clause 1852.215-84(NOV 2011), Ombudsman, is applicable. Oral communications are not acceptable in response to this notice. This Request for Quote (RFQ) should not be construed as authorization to start work, nor does it commit the Government to pay any costs incurred in the preparation or submission of your proposal. This RFQ does not commit the Government to contract for this effort; further, the Government reserves the right to reject your proposal.
