- SOLICITATION NUMBER: W911YP-18-T-0010 RESTRICTIONS: N/A SUBJECT: Intent to Award Sole Source for Offensive Security Penetration Labs (OSPTL) with Offsec Limited Services. LOCATION: Utah Army National Guard, Headquarters Building, 12953 S. Minuteman Drive, Draper, UT 84020 RESPONSE DUE DATE: 12:00 am MST 20 February 2018 CONTRACTING POC: William (Billy) T. Brown IIIEmail: William.t.brown68.civ@mail.mil The Utah National Guard, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a firm-fixed price purchase order on a sole source basis to Offsec Limited Services for Cyber Penetrating Labs training. The NAICS used for this procurement will be 511210 "Software Publishers" and the SBA size standard is $38.5 million. The Utah National Guard will structure the contract to allow a 90 day trial period with an option to extend 365 days thereafter. The purchase will be for 25 user accounts for an exclusive Dedicated Hosted Virtual Labs for Corporations setup to conduct offensive security penetration tactics. Offensive Security Penetration Testing Labs (OSPTL) is a safe virtual network environment designed to be attacked and penetrated as a means of learning and sharpening your pen testing skills. The OSPTL was created using our years of experience running the Offensive Security Training Labs, as well as the large number of pen tests we have conducted over the years. This allows us to mirror interesting scenarios and introduce them into our hosted virtual labs. The virtual labs network is rife with both public and private vulnerabilities, each designed to deliver a specific educational experience to attacking participants. Interested parties may identify their interest and capability to respond to this requirement to the USPFO for Utah within eight (8) calendar days from the posting of this notice or by 1200 MST 20 February 2018. Supporting information must be furnished to demonstrate the firm's ability to provide the stated services. Information can be sent to Contract Specialist, William T. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
