Description
The National Cemetery Administration is soliciting offers under solicitation number 36C78618R0159. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 237310 Highway, Street, and Bridge Construction, Size Standard is $36.5 Million. The Contractor shall furnish all labor, materials, equipment, and supplies necessary to complete the repairs to the approximately 250 S.F. designated area of the road at Tahoma National Cemetery. Work in this project includes but is not limited to: 1. Sawcut existing asphalt and remove asphalt and base material 12 back from all sides of the damaged area; 2. Remove base or fill under removed asphalt; 3. Replace base rock in 4 lifts and compact to 90%; 4. Place new asphalt. Seal edges with tack coat before installing new 3 inch layer of hot mix asphalt; 5. Seal patched edges with sand or chip seal; 6. Remove all trash, spoils and debris from site. The period of performance shall be sixty (60) calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Tahoma National Cemetery 18600 Southeast 240th Street Kent, WA 98042-4868 Per VAAR 836.204, Project Magnitude: Less than $25,000.00. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about February 27, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on March 29, 2018. This is not an Invitation for Bid (IFB). There will not be a public bid opening. All offers must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Submission of offers by email will not be accepted. Transmission/uploads must be completed by the date/time specified. Late or incomplete offers will not be considered.
