Description
FURNITURE, FURNISHINGS AND EQUIPMENT OPERATIONS CENTER, KHOR AL ZUBYR (KAZ), IRAQ 1. General Requirements The contractor shall prepare and design a full interior design package for the designated (FF&E) Furniture, Fixtures and Equipment and Structural Interior Design (SID) described herein. Upon approval of the design package the contractor shall provide and install the FF&E package as approved. No Substitutions or deviations from the approved design package shall be allowed without the approval in writing of the Contracting Officer. The FF & E design shall be performed and documents signed by an Interior Designer with a minimum of 7 years' experience in the design of similar facilities. Interior Designer's professional license or certification shall be administered by the country or equivalent professional license. The contractor's proposal shall include the credentials of the Interior Designer. 1.1 Design Objectives Design and construction shall comply with the requirements contained herein. This document establishes the minimum standards for design and construction quality. A conceptual floor plan (A-1) is included in this document; the concept plan shall be developed by the contractor into a final design for construction. Proposed improvements to that plan based upon detailed discussions with the customer are encouraged and shall be brought to the attention of the Contracting Officer for approval. The conceptual floor plan (A-1), as well as the descriptions in the following document, is provided to communicate desired furniture quantities and locations. Select furniture, fixtures, and equipment (FF &E) that provide overall economy consistent with functional and aesthetic requirements, reasonable comfort and sound design practice. The level of local technology shall be considered with respect to construction, operation and maintenance of the facility. Conflicts between this document and local standards shall be brought to the attention of the Contracting Officer for resolution. 2. FF&E PACKAGE REQUIREMENTS 2.1 Provide an Item Code Legend with each item assigned a specific and unique identifier. Maintain this coding throughout all parts of the FF&E package. Include a brief description of each item in this chart. 2.2 Provide coded furniture floor plans. Provide furniture floor plans with all FF & E items coded with the same designator as is established on the Item Code Legend. 2.3 Provide a product data sheet with a picture or illustration of each item and its related fabrics and finishes. Include on these sheets the manufacturer and product number of each item, all technical salient features, construction characteristics and materials, aesthetic salient features, warranty information and adherence to all applicable codes. Each data sheet shall be coded with the item's unique item code identifier. 2.4 Provide coded furniture placement drawings complying with all building and life safety codes, and color/texture sample boards of the major interior building and furniture finishes. Each item shall have a unique code that is maintained across all document parts. Coordination of FF & E color/texture, pattern, size, form and function with the current interior finishes is essential. These drawings shall show the proposed location office furniture. 2.5 Manufacturer's product and construction specifications which provide technical data for furniture and components specified, shall be provided. Literature shall include adequate information to verify that the proposed product meets the specification. Manufacturer and product line shall be indicated to include complete listing of part/model numbers for all components to be furnished of typical workstation, including names and codes of components referenced on updated drawings. 2.6 Detail Drawings The Contractor shall provide the following drawings. a. Coded Overall reference floor plan drawings: Drawings showing auditorium tables and overall plan for furniture and equipment view within each floor. The drawings shall accurately reflect the requirements All FF&E items shall be coded with the same code designator established on the Item Code Legend. b. Coded Installation drawings: Drawings showing furniture, components, in plan view within each floor. All FF&E items shall be coded with the same code designator established on the Item Code Legend. 2.7 Lecture Hall Tables 2.7.1 Provide design drawings for auditorium lecture hall tables. 2.7.2 Provide manufacturer literature that explains all features of the lecture hall tables. Provide a BOM (Bill of Materials) that includes all system components of the lecture hall tables, including manufacturer's product numbers with quantities. 2.7.3 Provide an overall reference auditorium floor plan with all lecture hall tables and furniture components shown and dimensioned and with all passage ways and circulation paths dimensioned. Plan must show field verified existing conditions and record, notate, and dimension furniture locations, and all structural, electrical, and COM features that impact the furnishings and circulation. 2.7.4 Provide detailed drawings that show furniture locations, furniture support locations, table top electrical/COM outlet locations, and electrical/COM connections to the building. 3. FF & E Package Submittal Schedule: 3.1 Design Development (Midpoint) or 95% 1. Provide Item Code Legend Chart, floor plans with all items coded. 2. Provide cut sheets of major furniture, including lecture hall tables, for review and approval. 3. Contractor shall be prepared to furnish additional samples as needed until a satisfactory color/finish/fabric is accepted and approved by the Contracting Officer. Any changes or adjustments after review must be reflected in final drawings and resubmitted to the government. 3.2 Pre-final Design Submittal Provide the pre-final FF&E design submittal including all binders, color boards and required submittals. 3.3 Final Design Submittal (100%) Provide complete package submittals and finish materials construction material, product data, and system description submittals to the KO for approval. Provide all finish selections and options for all items in one complete and comprehensive submittal to the Contracting Officer. Adjustments after review must be reflected in final drawings and resubmitted to the government. 3.4 Submittals that do not contain all information necessary will be rejected and returned to the Contractor for correction and re-submittal. No work shall proceed without approved designs or material submittals for the phase of installation. Failure to produce submittals in a timely fashion or repetitive re-submittals found to be incomplete or non-compliant with the contract documents will not constitute an acceptable claim for time extension, cost increase, or any other damage incurred by the Contractor. 4. PRODUCT Provide Furniture, fixtures, and equipment as shown on plans and/or described below. Furniture, fixtures, and equipment (FF & E) shall be new and shall incorporate the following requirements: For freestanding furniture, provide design selections of commercial office and hospitality furniture sets that are compatible in style, finish and color. Freestanding items shall comply with all applicable and referenced codes, in particular ANSI/BIFMA, CAL 133, 46 CFR. Call out all applicable safety and performance standards in the specification documents and include the required warranty. All electrified equipment and plug types shall be compatible with building systems. No adaptors shall be used. UPHOLSTERY AND FURNITURE FINISHES/STYLES Provide neutral colors for case goods, furniture systems, storage and tables. Provide desk work surfaces and table tops that are not too light or too dark in color and have a pattern to help hide soiling. All finishes shall be cleanable with ordinary household cleaning solutions. Auditorium furniture finishes shall be in a neutral tan/beige color scheme. Private office wood desking shall be in a dark cherry finish. Provide transitional styling. All furniture finishes shall coordinate with building finishes for a cohesive and coordinated interior design. Provide seating upholstery that meets Wyzenbeek Abrasion Test, 55,000 minimum rubs. Utilize manufacturer's standard fabrics; this includes textile manufacturer's fabrics that have been graded into the furniture manufactures fabric grades. High performance fabrics are preferable. Provide upholstery colors and patterns that help hide soiling. Use COM (Customer's Own Fabrics) fabrics for style and accent in spaces that need high design impact. Provide work surface tops constructed to prevent warpage. Provide finish intended for horizontal surfaces and user friendly features such as radius edges. Do not use sharp edges and exposed connections and ensure the underside of desks, tables and work surfaces are completely and smoothly finished. Provide abutting work surfaces that mate closely. SEATING General: Provide appropriate chair casters and glides for the floor finish where the seating is located. Universal casters that are appropriate for both hard surface flooring and carpet are preferred. All seating shall support up to a minimum of 300 lbs. Provide seating that complies with Cal 133. Office Seating Provide ergonomic office desk chairs and executive high back desk chairs with casters, arms, waterfall front, swivel, tilt, variable back lock, tilt tension, adjustable back height or adjustable lumbar support, pneumatic seat height adjustment, and padded, contoured upholstered seat and back. Depending on scale of desk chair provide seat pan forward and back adjustment to increase or decrease depth of seat pan. All desk chairs shall have an adjustable seat height range of 4 1/2", range to include 16 1/2-20". Provide executive high back desk chair with arms and with hardwood arm caps or leather arm caps and 5 star base in chrome, polished aluminum, or wood. Upholster executive chairs in black leather. Provide durable stain and varnish finish on wood parts. Executive chair shall coordinate in style and wood tone with adjacent desk. Size: approximately (30w x 25"d x 43-47h) 762w x 610d x 1092-1194h mm Executive side/guest chairs shall coordinate in style and finish with the high back desk chair and desk. Provide either leather or a coordinating fabric for the side chair. Provide a hardwood frame, chair with upholstered seat and back that is stained and finished to match adjoining desk. Chair shall be solidly constructed with reinforced hardwood legs and have durable stain and varnish finish on wood parts. Conference Room Seating At tables, provide ergonomic high back conference seating with casters, arms, waterfall front, swivel, tilt, pneumatic seat height adjustment, and padded, contoured seat and back, unless otherwise noted. Provide arm height and/or design that allows seating to be moved up closely to the table top. Provide side conference chairs that coordinate in style and finish with the conference chairs located at the table, if required. Auditorium Upholstered Stack Training Chairs Auditorium stacking training task chair shall have a padded and upholstered seat and back with non-upholstered arms with arm pads. Arms shall allow the chair to be position the body close to the work surface. Chair shall be ergonomically shaped to support the human form. Front seat edge shall be waterfall. Steel frame shall have glides. Coordinate chair upholstery fabric color with the neutral beige/tan finishes for the auditorium lecture hall tables. Size: approximately (24"w x 18"d x 34"h)609w x 957 x 863h mm KI, Torsion Stack Chair, or approved equal. Stacking Break Room Chairs Provide seating that is stackable. Provide seating with non-upholstered arms. Provide stack chairs that are non-upholstered with polypropylene, or equal, wipe-off seat and back material with steel frame and (4) steel legs with floor protecting caps or glides. Lounge Seating Provide commercial quality comfortable and stylish hospitality lounge chairs, sofas and loveseats with arms and cushioned, upholstered seats and backs. Frames shall be structurally sound with reinforcing and secure joinery. Hardwood frames are preferred. Cushions shall be high-resiliency foam. Removable seat cushions shall be provided with an attachment clip to secure cushion to seat deck. Provide tightly upholstered backs on sofas and loveseats. Do not provide pillow back sofas. Preference shall be arms that can be easily cleaned such as non-upholstered arms or upholstered arms with wood arm caps. Provide companion lounge chairs from the same manufacturer and style line for adjacent pieces. Transitional styling of sofa and lounge chairs shall coordinate with adjacent office furniture. DESKING/WORKSTATIONS Coordinate style and color of office desks with other storage, seating, etc. in office areas. Freestanding office desks shall be hardwood veneer with either hardwood veneer top with matching hardwood edge banding, or preferably, high pressure plastic laminate matching wood grain top and hardwood edge banding, and drawer pedestal. Styles shall be transitional with cherry finishes. Provide some traditional features such as breakfront desk styling, raised panels, shaped edges, etc. Provide half height modesty panels where desk is located against the wall to facilitate access to wall electrical and COM. Specify locking drawer pedestals. Provide a pencil drawer or else a box drawer that contains a pencil tray. All filing drawers shall accommodate paper sizes that are common to the area. Provide underwork surface wire management and grommets as needed. Provide L-shaped desk configurations for offices. For the reception desk, provide high pressure plastic laminate surfaces with reinforced edge banding. Tops shall have HPL surfaces with t-mold or equal edges. No self-edges are allowed. Provide a reception counter at approximately (40") 1016mm. Provide space for two people to work in this reception work station. Provide a drawer pedestal with box drawers and a file drawer. Provide a pencil drawer or else a box drawer that contains a pencil tray. All filing drawers shall accommodate paper sizes that are common to the area. Provide half height modesty panels where desk is located against the wall to facilitate access to wall electrical and COM. Provide underwork surface wire management and grommets as needed. LOUNGE TABLES Provide end tables with high pressure plastic laminate matching wood grain top and hardwood edge banding that are compatible in style finish and color with the seating and desking. Provide coffee tables with glass tops, approximately (40"x20"x20") 1016 x508x508mm. Bases shall be constructed to fully support glass top. Glass edges shall be rounded and polished. BREAK ROOM TABLES Provide a small round or square, approximately (36") 914mm table with a pedestal base. Tops shall be high pressure laminate with a t-mold or equal edge. No self-edges allowed. Provide glides. CONFERENCE ROOM TABLES Provide conference room tables with high pressure plastic laminate (HPL) matching wood grain top and hardwood edge banding. Match the HPL to the solid hardwood table bases and edges. Provide conference tables that are compatible in style, finish and color with the seating and desking. Styles shall be either transitional or traditional wood pieces with solid hardwood veneer construction in dark cherry finish. Provide conference tables with bases set back from the edge to allow chairs/knees to be pulled up to the table. Provide substantial wood slab bases with wire handling capacity, and under work surface wire handling. LECTURE HALL (AUDITORIUM) TABLES Provide lecture hall custom table assemblies in approximate sizes and locations as shown on the floor plan. Contractor shall verify all existing conditions, including room sizes, electrical/COM locations, etc, and provide configurations that comply with all applicable codes and standards. Maintain all required passageways and passage widths as shown on the floor plan. Provide lecture hall tables with floor attached bases that store and route electrical and COM wiring. Bases shall be capable of containing and routing power and data wiring and allow connection to the floor monument without wires exiting the table base. Provide work surface supports that prevent deflection and sagging. Provide a technology raceway for COM cables. Provide removable base covers to conceal cords and wiring. Provide under work surface wire management. Provide modesty panels at least half height. Provide steel supports and high pressure plastic laminate table top surfaces with PVC, T-mold, or equal edges. No self-edges allowed. Provide table top electrical and COM outlets. Provide access to electrical and COM outlets for every seat position. All electrical components shall be coordinated and compatible with building electrical systems and in compliance with all applicable codes and standards. Provide all necessary trims, supports, and accessory pieces to configure and completely finish stable, secure, functional assemblies. Provide neutral beige/tan finish colors that coordinate with building finishes. Provide Hi5, aFIX or approved equal. APPLIANCES Provide commercial quality, full sized refrigerators, mini refrigerators, and microwaves as required. Provide appliances that are rated for the highest level of energy savings. Provide stainless steel appliances that are coated to prevent or eliminate fingerprints and smudges. Provide top mount frost free refrigerators with approximately 23 cu. ft. total capacity with an approximate size of (30"w x 32"d x 68"h).762w x.8128d x 1.7272h m. Full sized refrigerators shall have sliding spill safe glass shelves, door bins and drawer compartments and contain lights in both refrigerator and freezer. Refrigerators shall be frost free. Provide mini-refrigerators as required. Mini-refrigerators shall be under counter heights and shall not be equipped with a freezer. Mini refrigerators shall be frost free and require no defrosting. Microwaves shall have a minimum of 800W of power, 25 liter capacity and come equipped with a turntable and touch control panel. If microwave cannot be located in the upper wall cabinets, provide a separate microwave cart. All appliances shall coordinate with building electrical including, plug types. BEDS Single twin sized beds shall have a steel frame. Each bed shall accommodate a (36" x 75") 900 x 1905 mm L mattress. All connections shall be metal to metal. Each bed unit shall consist of headboard, footboard, fascia rails, and wedge-lock sagless spring unit deck or solid steel deck, or steel structural mattress supports. Each sleep surface shall support up to 500 pounds, or be designed to support adults. Finish shall be a baked on factory applied paint or powder coat finish. Norix, Titan, or approved equal. MATTRESSES Provide single twin sized mattresses with an overall size of approximately (36" x 75") 900 x 1905 mm. Provide firm mattresses with pillow tops, with FR (fire retardant) barrier material, minimum 280 innerspring coil count, 13 gauge Bonnel type coils, and 6 gauge steel border rod. Provide multiple layers of quilting and padding. Mattress shall meet all applicable fire retardant requirements; Federal Standard 16 CFR 1632 - Requirements, Test Procedures and Apparatus for Testing the Resistance of a Mattress or Mattress Pad to Combustion Which May Result from a Smoldering Cigarette and Federal Standard (July 1, 2007) and 16 CFR 1633 - Standard for the Flammability (Open Flame) of Mattress Sets, as well as CAL TECH bulletin 603B. Winston-Salem Industries for the Blind mattresses, or approved equal. WASTE CONTAINERS Provide large, corrosion resistant steel, fire safe, waste receptacles with domed, removable tops with swing lids, and with removable galvanized steel liners, for toilet rooms and public areas. Size: approximately (15" diameter x 36"high).381 x.914h m Provide individual waste containers at each desk or workstation and in other locations as required. Provide a UL rated fire resistant textured fiberglass container with rounded corners and approximately a 28 quart capacity. Size: approximately (15" x 11" x 16").381m x.2794m x.4064m MISCELLANEOUS FF & E Provide 100 % wool area rugs with a plush, cut pile face, as required. Rugs shall be coordinated in style and color with adjacent furnishings. Regional handmade rugs are encouraged. Provide analog wall clocks in sizes as required. Provide round clocks with acrylic covers and thin bezels, with hands for minutes and seconds. Coordinate clock styles, colors and finishes with other room elements and furnishings. SAFE Safe shall have a single swing door and have a secure locking system. Safe shall have a single storage compartment with no shelves or drawers for storing unclassified documents and maps. Materials are standard to the manufacturer. Safe size: approximately (19" x 19" x 25"H) 482 x 482 x 635mm high TELEVISION Provide an Energy Star (approximately) 49" LED Full High Definition TV with 1080P resolution. The T.V. shall be a Smart T.V. that provided easy access to internet and cable providers, with 2 channel speaker system and surround mode, (2)HDMI, (1)USB Components in and digital audio output connections, ethernet, and with built in Wi-Fi. Provide a television that is coordinated with all building and site electrical/COM requirements. Provide 100-240Vac, 50-60Hz power. Flat screen televisions shall be equipped with wall mount brackets. Provide coordination with UPS as required. LG, LS551V, LH5750, or approved equal. UPS Provide UPS battery backup and surge protectors for electronics and computers in locations as required. UPS shall be coordinated with all building electrical and COM requirements, with 1400VA/700 Watts, auto-sensing 230V, AVR, IEC sockets. The UPS automatically starts up the connected equipment upon the return of the utility power. Automatic self-test function performs a periodic battery self-test for early detection of a battery that needs to be replaced. The Automatic Voltage Regulator (AVR) automatically steps up low voltage and steps down high voltage to levels that are suitable for equipment. The UPS has a resettable circuit breaker that provides easy recovery from overloads without replacing fuses. The UPS provide protection of connected equipment from power surges. Output connections all have battery backup and surge protection, 6 IEC 320 C13 sockets. All sockets provide AC power surge protections. Provide RJ-11 modem/fax protection. Input of 150-280V, 50/60Hz +/- 3Hz (default: 50 Hz) and IEC-320 C14 are to be provided. The UPS is to allow PC access via USB port. Equip the UPS with audible alarms, and LED displays, and combination battery protected/surge-only outlets. Battery to be 12 volt, 7.2 Ah x 2 and be maintenance-free, sealed lead-acid battery, leak proof. Low, Medium, and High adjustable sensitivity and transfer voltage with the default to be Medium shall be included. Provide the auto-shutdown software. Provide a user manual. Provide a location for the UPS that is functional for the supported technology. Provide a shelf, a cart, or a support credenza for all locations as needed. Provide APC, BX1400UI, or approved equal. 5. Furniture Warranties Provide manufacturer's performance guarantees or warranties as follows: Desks - 10 year minimum Seating, unless otherwise noted - 10 year minimum Wood casegoods-10 years Beds-10 years Tables, unless otherwise noted - 10 year minimum UPS- 3 years Items not listed above - 1 year minimum 6. PRODUCT INSTALLLATION All products are to be unpacked, wiped down, shipping or part labels removed and adhesive residue removed. All products shall be placed in the locations as shown on the plans. Level and secure to substrates as required by manufacturer. Remove and dispose of all packing boxes, foam, pallets, crates, and loose packing material. Provide all warranty information, assembly manuals, product manuals in a binder organized by furniture tag and as identified in this solicitation. 7.
