Description
The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Caño Martin Peña: Contract #1, Staging Area CDRC. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990 and size standard $36.5 million. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The project consist of clearing heavily vegetated upland and shoreline area which will be developed to support construction of the Cano Martin Pena Project. Project work includes upland and shoreline work. For the upland area, project work will include but not limited to the construction of an access road into the staging area, clearing and grubbing a 10 acre site, grading, and fencing the perimeter. Work will also include waterfront development to support water access to and from Cano through the construction of a bulkhead with back fill and a boat ramp for large vessels (100' x 40'). The estimated period of performance for this work is approximately 250 calendar days. Estimated construction range - $3,000,000 - $10,000,000. Firm's response to this Synopsis shall be limited to (5) pages and shall include the following information: 1.Firms Name, address, point of contact, phone number, website and email address. 2.Provide a brief description of three projects completed within the past 5 years, similar in size, scope and complexity including but not limited to the following: owner, project title, description of the work performed, status, cost, schedule, and points of contact. 3.Firm's Business category and Business Size -Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. (i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone) 4.If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable - existing and potential. 5.Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company 6.Firm's interest in bidding on this project as a Request for Proposal (RFP) Best Value Lowest Price Technically Acceptable or RFP Best Value Trade Off. All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. Submission Instructions: Prior Government contract work is not required for submitting a response under this sources sought synopsis. Responses to this source sought are due no later than 9 March 2018, 2:00 PM Local Time. It is anticipated the project will be advertised and awarded based on overall "Best Value" to the Government. Anticipated solicitation issuance date is on or about 25 July 2018, and the estimated proposal due date will be on or about 28 August 2018. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities WWW.FBO.GOV and inviting firms to register electronically to receive a copy of the solicitation when it is issued. All interested firms must be registered in SAM.gov to be eligible for award of Government contracts.
