Description
Request for Information (RFI) for HVAC unit improvement to increase cooling capacity on the generator floor at the Crystal Power Plant: The Bureau of Reclamation has a Request for Information (RFI) seeking sources who can provide increase cooling capacity on the generator floor at the Crystal Power Plant in accordance with the technical requirements/specifications listed below. This is not an announcement of a Solicitation. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997), this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP). The Department of the Interior (DOI) BOR intends to assess the responses to inform its decision-making. This notice is not to be construed as a commitment by the government to contract for services. The government will not pay for any information provided as a result of this notice and will not recognize or reimburse any cost associated with RFI submission. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that might follow. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. Technical Requirements/Specifications: 1.01 PURPOSE: Curecanti Field Division is seeking an HVAC Engineering Contractor who has the capability to evaluate our current HVAC system and recommend changes that will achieve a 10-degree reduction in the generator floor temperature during the summer, eliminate water from entering the building through the makeup air vents, and evaluate the ventilation system design and balance. 1.02BACKGROUND: 1.02.1Curecanti Field Division Office of Upper Colorado Power of the U.S. Bureau of Reclamation, located at 1820 South Rio Grande Avenue, Montrose, Colorado 81401. Crystal power plant is located approximately 22 miles North East of Montrose. 1.02.2Crystal Power Plant was built in the early 70s and began generation in 1978. The original HVAC system design has not been altered except for the addition of a mini split system that serves the managers office and the break room. Currently the generator floor relies on the original passive cooling system that draws air from the lower levels of the plant up to the generator floor which has the largest cooling load. Crystal Powerplant equipment cooling water temperature is constant and is never above 540F. The existing penstock water supply from the Crystal Reservoir has a design capacity of 800 gpm and about 600 gpm is in use to meet the current requirements. Currently penstock water is used for control room HVAC unit condenser cooling, generator coolers, bearing cooling, service water and firefighting. We would like to utilize this stable source of cooling water when possible. 1.03OBJECTIVES: 1.03.1Check and evaluate existing heating & ventilating (H&V) units and provide information on the most cost-effective solution to achieve a 10-degree reduction in temperature of the generator floor. Currently the generator reaches 84 degrees for one month during the summer. 1.03.2The two air handlers, that regulate the plant make up air draw water into the plant under spill conditions. Spill conditions refers to water continually running over the spillway in the spring time. Spill conditions last for 1 to 3 weeks during Spring runoff. One of our objectives is to modify the makeup air dampers/system so that it does not draw in water. 1.03.3Verify the building fresh air balance and recommend changes to correct any deficiencies located as a result of this RFI. 1.04WORK ENVIRONMENT: 1.04.1All equipment is currently located within the power plant. The Crystal Dam and power plant is located about 22 miles outside of Montrose Colorado. From Montrose continue 12 miles on US-50 E then turn left from US 50 to HWY 340 towards Black Canyon of the Gunnison National Park, turn right at the junction of East Portal Road and proceed approximately 10 miles to the dam. 1.04.2The Crystal Powerplant and Dam area is secured with fencing and locked gates. Vendors will be escorted at all times during the site visit. 1.05SCOPE OF WORK: 1.05.1All work performed on this project shall be done in accordance with ASHRAE and ANSI standards, applicable federal, state and local building, plumbing, and electrical codes including applicable codes and standards of Bureau of Reclamation (BOR). 1.05.2Evaluate existing HVAC components and provide recommendations that meet overall objective. 1.05.3Existing HVAC systems are shown in the attached drawings. numbers 2837, 2838, 2839, 2840 and 2841. Drawings available upon request. 1.05.4Evaluate the cooling loads and make recommendations for on upgrades or updates as needed. 1.06SITE VISIT: A site visit for interested parties will be held on Thursday March 1, 2018 at 0900 hours, beginning at the Curecanti Field Office of the U.S. Bureau of Reclamation, located at 1820 South Rio Grande Avenue, Montrose, Colorado 81401. At least 5 days before the date of the site visit, participants planning to attend the site visit must send the company name, and name of attendees, in writing, electronically to Lisa Laughbon via email llaughbon@usbr.gov. On the day of the site visit, all the interested parties are to attend a briefing in our Montrose office cited above. After the briefing at the field office a tour of the facility will be held. Rio Grande Montrose CO 81401 RESPONSE: 1.06.1Interested offerors/vendors having HVAC evaluation and design capabilities to meet the requirements of this RFI should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Do not provide general brochures or generic information. 1.06.2Company name, address and contact information shall be included in your response. 1.06.3Include business size classification (Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) including the number of employees and the number of years in business 1.06.4Submit 3 to 5 government or commercial contracts in the last 5 years demonstrating your relevant experience; include contract numbers, contract type, dollar value of each procurement, and point of contact address and phone number. 1.06.5Include a Rough Order of Magnitude (ROM) cost estimate for any proposed equipment and installation included in or services integral to the work listed above. Identify major cost drivers that impact this ROM including the cost of any proposed equipment, the cost of any training for the operation of equipment. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps.gov website. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government or will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Only qualified proposers will be contacted. Electronic submissions via email are also acceptable at llaughbon@usbr.gov. All Submissions shall be received no later than March 15 at 1700 hours Eastern time
