Description
Acquisition Improvement Initiative AGENCY: Department of the Navy Office: Naval Sea Systems Command Location: NAVSEA HQ THIS REQUEST FOR INFORMATION (RFI) NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO IMPLEMENT ANY IDEA RESULTING FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY, AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. REQUEST FOR INFORMATION With the Navy's intention to collaborate with industry as often and as early as possible, the Naval Sea Systems Command (NAVSEA), Washington DC, is seeking information from the ship repair industry regarding initiatives discussed during the January 2018 Surface Navy Association, private sector - Navy engagement session. Specifically, this RFI is requesting the ship repair industry provide ideas and initiatives to support the Navy's efforts to assess, refine or develop solutions to further increase workload stability and predictability for industry while ensuring a competitive environment that drives On Time Delivery (OTD) of ships with the Optimized Fleet Response Plan (OFRP) construct. The results of this RFI will be utilized by the Navy to further develop viable courses of action to allow a more robust presentation and discussion with industry at the National Ship Repair Industry Conference (NSRIC) in March 2018. All responses will be reviewed and considered by the Navy. SUBMISSION DETAILS: Responses to this notice should not exceed two (2) pages per submission and should include a cover letter, not counted towards the 2-page limit. Submissions shall be in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to: Ms. Catherine Martindale, Deputy Director Fleet Support Contracts, NAVSEA at catherine.martindale@navy.mil and CAPT Tommy Neville, Director of Contracts, Commander, Navy Regional Maintenance Center (CNRMC) at thomas.neville@navy.mil. Submissions are due no later than 1300 Monday, 05 March 2018. COVER LETTER •1. Association or Business name, address, CAGE code, and Point of Contact including name, phone number and email address responsible for submission; •2. Company size (Small or Large), in accordance with the North American Industry Classification System (NAICS) Code 336611, size standard 1,250 employees. TENTATIVE INDUSTRY DAY It is the Government's intent to hold an industry day in conjunction with the March 2018 NSRIC in Washington DC the week of 19 March 2018 to provide feedback and discuss this initiative further with industry. A formal notice will be issued when the date and time has been finalized.
