Description
The Missile Defense Agency (MDA) is informing all interested Offerors of a forthcoming competitive procurement for the Advanced Research Center (ARC). Synopsis: The Missile Defense Agency has a requirement for ARC contractor support. The work required under this acquisition is in support of the Agency's Director of Test directorate. The requirements of this contract will provide support for the ARC, which is used to support the Ballistic Missile Defense System (BMDS) Hardware-in-the-Loop (HWIL) and Ground Testing (GT). The ARC's Key Objectives include: Test Infrastructure Support, Network and Related Software/Script Development to Support Continuous Integration/Continuous Agile Testing (CI/CAT), and Continuous Network Improvement for Cyber Security posture. The major areas of work for the ARC revolve around program management, information technology, and flight test support. This acquisition business classification is a Woman Owned Small Business (WOSB) set-aside in accordance with FAR 52.219-6. The North American Industry Classification System (NAICS) code for this procurement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) with a size standard of 1,250 employees. MDA anticipates a WOSB set aside competitive award of a single cost type contract with Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) for a base period of five years and three, one-year option periods of performance (PoP). The solicitation will contain an Organization Conflict of Interest (OCI) clause restriction for the MDA TEAMS Quality/Mission Assurance, and Safety contract. This restriction will omit ARC contract support participation for both the prime and subcontractors rendering assistance or advice to the Government for the ARC Follow-On Contract. This OCI clause could potentially limit a successful offeror from participating in other MDA contracts. To the greatest extent possible, while still protecting the Government's interests, the OCI clause shall be applied only for the supported technology areas of the contractor's actual technical analysis performance. Any viable offerors must be able to obtain and retain a Top Secret facility clearance and be able to comply with DFARS 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, 252.204-7012 Dev (Oct 2015), Safeguarding Covered Defense Information and Cyber Incident Reporting (DEC 2015), 252.204-7014, Limitations on the Use or Disclosure of Information by Litigation Support Contractors, and 252.239-7010, Cloud Computing Services. This acquisition shall not be open to participation by foreign firms at either the prime or subcontract level. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Proprietary information is neither sought nor desired by MDA. If proprietary information is submitted, it must clearly be marked "proprietary" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information contained in their response. Do not send any classified information. A draft RFP will be posted following this pre-solicitation for inputs from industry pertaining to the ARC's acquisition strategy. It is anticipated that a draft RFP will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about February-March, 2018. A final RFP will follow in April 2018. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued.
