- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one year firm-fixed price (plus two option years) awarded to CAST: Council for Agricultural Science and Technology of Ames, IA for conduct an annual crosscut analysis to determine the amount of funds that are expended by the United States Department of Agriculture (USDA)-National Institute of Food and Agriculture (NIFA) on biotechnology research. This crosscut analysis involves Subject Matter Experts (SMEs) who read and evaluate in excess of 1,000 projects from the Current Research Information System (CRIS, http://cris.csrees.usda.gov/cgi-bin/starfinder/0?path=crisassist.txt&id=anon&pass=&OK=OK) to determine the percentage of biotechnology in each project. Anticipated Date of Award: 04/01/2018. The Council for Agricultural Science and Technology (CAST) is a nonprofit organization primarily responsible for assembling, interpreting, and communicating credible science-based information on a regional and international level (https://www.cast-science.org/). CAST is composed of scientific societies and individual members who join as students, companies, and nonprofit organizations. Due to this, CAST has a strong network of biotechnology experts, in addition to the organization's work of addressing issues in agriculture among other topics. For instance, CAST addresses issues of animal sciences, food sciences and agricultural technology, plant and soil sciences, and plant protection sciences with inputs from economists, social scientists, toxicologists or plant pathologists and entomologists, and legal experts. There are many agencies that provide expertise on individual topics and there is no other single agency that covers all these aspects. CAST is the only qualified organization to supply the required SMEs for this integral service of specialized nature. The nature of CAST's non-profit status also enables an objective crosscut analyses of NIFA funding in biotechnology due to no perceived conflict of interests.
