OFFERORS WILL NOT BE REIMBURSED FOR ANY EFFORT OR PROPOSAL COSTS RESULTING FROM THIS SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested, and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil). The solicitation number is N62470-18-R-5004 and is being issued as an RFP. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-97 and DFARS Change Notice 20171228. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541611 and the Small Business Size Standard is $15 million in average annual receipts. The proposed contract is 100% set aside for small business concerns. This solicitation will result in a Commercial Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with provisions for both Time and Material and Firm Fixed Priced task orders. The term of the contract will be one (1) year, with two (2) one-year option periods. The total three year (base and two one-year options) estimated value is a not to exceed $29,000,000.00.
