Description
The Huntington District Corps of Engineers intends to procure a contract for a firm-fixed price performance-based commercial services Invitation for Bid (IFB) contract for dry docking and repair services for the Henry M. Shreve, a Regional Rivers Repair Fleet (R3F) vessel, currently located in Memphis, TN. The U.S. Army Corps of Engineers (USACE) will issue this solicitation for dry docking its floating crane barge, the HENRY M. SHREVE. The SHREVE is outfitted with a crane that provides heavy-lift capability and is used by the Corps in support of its maintenance mission on the inland navigation system. The maintenance and repair work to be performed under this contract consists, as a minimum, of the following items: • Transporting the SHREVE from Memphis, TN to the contractor's dry dock facility. • Transporting the SHREVE from the contractor's dry dock facility to Louisville, KY. • Dry docking the SHREVE. • Cleaning the entire hull exterior. • Hull plating thickness measurement using (side) scanning thickness system. • Structural repairs to damaged hull compartments. • Painting of the hull. • Cleaning and painting of ballast tanks. • Removal of spuds, inspection of spud wells while on dry dock, and reinstallation of spuds. • Raw water system maintenance. The successful bidder is expected to perform the work in this solicitation between Date of Award and August 15, 2018. The NAICS code is 336611, and the FSC code is J020. The NAICS code of 336611 has a size standard of 1,250 in number of employees. A Full and Open firm-fixed price contract, has been determined to be the best way to obtain these services. If a large business is selected for this contract, it must comply with FAR 52.219-9 Alt 1 regarding the requirement for a subcontracting plan on any parts of the work it intends to subcontract. Low Bidder shall be required to submit a subcontracting plan prior to award. An organized site visit will be conducted on (need to fill in with specific date). The contract will be awarded to the lowest priced bidder found to be responsive and responsible. This announcement is open to all businesses regardless of size. Solicitation documents will be available on or about 5 March 2018, online at http://www.fbo.gov. Bidders shall submit one copy of the submitted package on a CD or DVD, in a searchable PDF format. Facsimile or electronic transmissions will not be accepted. To be eligible for contract award, all contractors must be registered in the System for Award Management (SAM).
