Description
Naval Medical Logistics Command (NMLC) is seeking sources to potentially provide Certified Athletic Trainer (AT) services for Marine Corps Operating Forces (OPFOR) and Entry Level Training (ELT) locations in support of the Sports Medicine and Injury Prevention (SMIP) Program at various locations within the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). Physical Training (PT) is a large component of how the Marine Corps readies personnel for its mission. Utilization of evidence-based training methods as well as best practice injury recovery techniques enable the Marine Corps to establish effective PT regimes, mitigate injuries, and assess/treat injuries when they occur. The U.S. Marine Corps Training and Education Command (TECOM) has employed civilian ATs as part of the SMIP Program since 2003 to reduce injuries and lost workdays associated with musculoskeletal injuries. The program has had the intended effect within ELT venues and the Marine Corps is exploring the possible expansion to the OPFOR. The contractor shall provide ATs to support worldwide AT services within Marine OPFOR Formations and ELT locations. The objective of this requirement is to provide OPFOR units and select ELT schools with SMIP Program ATs. This will be accomplished by providing state-of-the-art, professional services in human performance. Human performance includes integrated, evidence based strength and conditioning programs that aim to prevent injuries from happening as well as rehabilitation programs that accelerate the return to duty of those recovering from performance related injuries. AT's will be part of a comprehensive human performance team including unit training cadre such as Marine Force Fitness Instructors as well as sports medicine fellowship trained physicians. Objectives: There are three (3) objectives of SMIP Program ATs. (1) Injury Prevention and Physical Training Program Design - This task is for assistance in designing evidence based physical training plans that optimize performance and mitigate injuries. In support of this task, AT's will provide injury prevention and physical training subject matter expertise to Force Fitness Instructors assigned to units. (2) Injury Evaluation and Treatment - This task is for the evaluation and treatment of musculoskeletal injuries as a certified AT under the supervision of a Physician Supervisor. Supervision will be direct for the first 30 days, then indirect thereafter. When working with injured Marines, AT's will complement existing sports medicine assets. (3) Documentation and Administration - This task is for the appropriate reporting of activities/injuries and inventory and maintenance of supplies and materials. Qualifications: ATs must possess a Secret Security Clearance at the service locations/units. Security requirements are in accordance with the DD Form 254. Any personnel providing services in Japan shall meet the Status of Forces Agreement criteria. ATs shall possess a bachelors degree (masters degree preferred) in Athletic Training or like degree and be National Athletic Trainers Association Board Of Certification (NATABOC) certified. It is preferred that ATs have at least five years of demonstrated experience with at least 12 months within the preceding 36 months as an AT working with collegiate athletes, professional/Olympic athletes, or military personnel. ATs shall have demonstrated strength and conditioning experience. ATs shall be capable of meeting physical demands of training with Marines including the ability to hike over rough terrain and function in austere environments to observe Marine training evolutions. They must also have the ability to assist with strength and conditioning testing and training protocols, and lift and manipulate loads or weights up to 20 kilograms. The estimated period of performance is 30 September 2018 through 29 September 2022. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management, market research, and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Offerors shall provide examples of estimated hourly prices and hourly labor rates for ATs at the following locations: Camp Pendleton, CA; Camp Lejeune, NC; Kanoehe Bay, HI, Okinawa and Iwakuni Japan, Miramar, CA; Twentynine Palms, CA; Yuma, AZ; Cherry Point, NC, Beaufort, SC, Ft. Leonard Wood and Pensacola, FL. Capability statements shall not exceed 2 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be used to determine the availability of acceptable sources and degree of competition for a potential future solicitation. Capability statements are due by 10:00 AM local time on Thursday, 8 March 2018.
