- The United States Department of State's Regional Procurement Support Office in Frankfurt, Germany is issuing this pre-solicitation notice to satisfy the requirement of Federal Acquisition Regulation (FAR) Part 5 on the behalf of the U.S. Department of State's Bureau of Overseas Buildings Operations (OBO). The U.S. Government has a requirement for the addition of a man-trap as a part of a perimeter security upgrade in Geneva, Switzerland. This is not a Request for Proposal (RFP) nor is a solicitation is being released at this time. Please contact the Contracting Officer in writing via e-mail no later than 9 March 2018 in order to be put on the solicitation mailing list. Sara Collins CollinsSE@state.gov The e-mail subject line must read: "Request to be Placed on Solicitation Mailing List for RFP No. 19GE5018R0012." In requesting to be placed on the solicitation mailing list, please provide the e-mail contact information for the company point of contact to receive a copy of the solicitation via e-mail. Any requests for a copy of the solicitation after 9 March 2018 will not be honored. Please do not telephone. The Government is planning a pre-proposal conference and site visit, which has been tentatively planned to take place on or around 28 March 2018 at the U.S/U.N. Mission in Geneva, Switzerland. The confirmed date for this conference and site visit will be in the solicitation, along with instructions for how to register. The U.S. Government will not reimburse for any costs associated with attending such pre-proposal conference and site visit. The solicitation is expected to be released on or around 21 March 2018 with additional associated materials provided during the pre-proposal conference and site visit. Additionally, the solicitation documents are available only in English. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price construction contract. All contractors have to be registered in the SAM (System for Award Management) database (https://www.sam.gov) prior to contract award. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals. The guidelines for registration in SAM are also available at: https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg.aspx Solicitation and award will be subject to laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
