- Minimum Specifications This is a synopsis for noncommercial items posted in accordance with FAR 13.105(a) as supplemented with additional information included in this notice. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for the Undersea Integration Program Office (PMW 770) replacing current voice logger devices used within the Common Submarine Radio Room (CSRR), to be manufactured in accordance with the attached minimum specifications, quantity two (2). The expected delivery date for this procurement is 180 days from date of award, FOB Destination, Newport, RI 02841. The Government will consider alternate delivery dates if an explanation is provided. FAR Part 13 procedures will be used. This procurement will be solicited as unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334310. The Small Business Size Standard is 750 employees. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N66604-18-Q-0965, which is expected to be on or about 16 March 2018. The closing date for receipt of proposals will be established in the solicitation. The Government intends to award to the offeror with the lowest price technically acceptable (LPTA) quote. Please see attached Minimum Specifications. In order to be determined technically acceptable: (1) the offeror must quote items which meet the requirements specified, in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS provision 252.213-7000 where negative information within PPIRS-SR may render a quote being deemed technically unacceptable. Alternative sizes or configurations will not be acceptable. All timely offers will be considered. Offerors must be registered in the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes and amendments and considered for future discussions and award.
