Description
Transmission Line and Pole Maintenance Services Wage Determination No.: 2015-4383 IDIQ Transmission Line and Pole Maintenance Services For The Edward R. Murrow Transmitting Station Office of Cuban Broadcasting Solicitation No. 951700-18-Q-0049 This Combined Synopsis/Solicitation was prepared by the U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau, (IBB) pursuant to Federal Acquisition Regulation (FAR) Subpart 12.603 "Streamlined Solicitation for Commercial Items" to include the following additional information: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 and 13.5 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; requesting quotes for this solicitation. This Solicitation Number 951700-18-Q-0049 is issued as a Request for Quotes (RFQ) that will result as an award. This will be an award of a firm-fixed - price contract. This is a combined synopsis/solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96, effective November 6, 2017. The Contracting Officer (CO) has found and determined that the nature of the services to be provided is appropriate for a 100% a small business set aside. The NAICS Code for this procurement 237130 "Power and Communication Line and Related Structures Construction", size standards in millions of dollars - $36.5. The Contractor shall provide pricing and delivery for the antenna line poles and transmission line maintenance in accordance with the RFQ and attached statement of work. These services are for the Broadcasting Board of Governors (BBG), Office of Cuban Broadcasting, Edward R. Murrow Transmitting Station, 3919 VOA Site B Road, Grimesland, NC 27837. The Services required above are commercial services. The period of performance shall be a base and four options years, unless negotiated differently with the contracting officer. The provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition. The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. These services will be evaluated on lowest price technically acceptable based on these 5 requirements; (1) Technical Capability - Information regarding the Offeror's capability to perform specific activities addressed within the Statement of Work. Offeror should address: (a) Current equipment availability, i.e., number of line/utility trucks, aerial lift devices, etc.; (b) Experience level of the proposed staff. (2) Resources: (Business Structure) Information regarding the Offeror's business or management qualifications and professional experience of the organization's staff. (How will the firm's business organization support this contract? Who will coordinate/supervise technical Operations? Who will provide task assessments and quotations? Who will handle billing? What is the history of key company officials and how will their backgrounds benefit this contract?) (3) Strategy: Information regarding the Offeror's approach to addressing the repair activities cited within the SOW to Include: (a) Crew size anticipated for pole replacement; (b) Crew size anticipated for transmission line repairs; and, (c) Anticipated requirement for use of Government Furnished Equipment. (4) Past Performance: Information as to whether or not the Offeror has provided comparable services in the past. Offeror shall submit information regarding past services to include: (a) the name of the client, address, and phone number; (b) the term of the contract; and (c) a brief description of the type of facility and type of services performed. Past experience with Federal and State entities is not mandatory, but favorable. (5) Other Factors: Information not specifically specified in the above factors that the Offeror deems as pertinent considerations or qualifications that enhance the scope and/or efficiency of the contractual requirements. Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their quote. This provision can be found at the following website: http://www.arnet.gov/far/; if requested by an Offeror, a copy of far subpart 52.212-3 can be obtained by contacting the contracting officer. FAR Clause 52.212-4 [Contract Terms and Conditions -- Commercial Items] applies to this acquisition. FAR Clause 52.212-5 [Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items] applies to this acquisition. Other clauses and provisions are included in the Request for Quotation (RFQ). The Contractor's quoted prices shall include wages, overhead, general and administrative expenses, and profit. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this acquisition. No numbered notes apply to this acquisition. Offerors shall submit quotes, by 2:00 EST on March 23, 2018 Eastern Standard Time.
