Description
Statement of Work Specification CENTER HILL TRUNNION PIN AND RUBBER J-SEAL REPLACEMENT SOURCES SOUGHT NOTICE The Government is issuing this Sources Sought Notice to determine a competitive basis. This is not a solicitation. No reimbursement will be made for any costs associated with providing information in response to this survey. This questionnaire is for market research purposes only. Only contractors capable of performing this type of work should respond to this notice. Requirement The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates soliciting a requirement for a firm fixed price construction contract to remove the existing trunnion pin in accordance with contract plans and specifications. Bore the existing trunnion bronze bushing and fabricate a new trunnion pin to fit with the boring bushing in accordance with the contract plans and specification. Install new pin in accordance with contract plans and specifications. Provide spillway gate bracing for pin removal and pin installation. Replace J-seals and J-seal hardware for gates 1 to 8 in accordance with contract plans and specifications. Remove and dispose lead paint from the J-seal mounting bars and angles in accordance with contract plans and specifications. Paint existing J-seal mounting bars and angles in accordance with contract plans and specifications. The Contractor shall provide the necessary plant, labor, materials, equipment, and transportation for a complete design and satisfactory installation of the required metal ladder and ladder assembly including cages, platforms and personal fall arrest system as specified herein and as shown in the drawings on nine spillway gate piers. The ladder shall be installed on the downstream side of the pier. Also cutting existing concrete parapet wall to get access to the ladder. Base contract shall cover the trunnion pin replacement for gate No. 7. J-seals replacement shall be covered under options 1 to 8. Access ladders shall be covered under options 9 to 17. The estimated magnitude of this project is between $500,000 and $3,000,000. The types of work and skill sets for this requirement are as follows: a) Demolition and debris and rubbish removal (rubber seals); b) Procurement and installation of rubber J-seals. c) Metal fabrications. e) Procurement, fabrication and installation of new pin in accordance with ASTM International. f) Lead paint removal. F) Vinyl painting. The anticipated NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 million. In-place work is defined as work performed and completed without removing the gate from its installed location. 9- Does your company have experience in the last 10 years with self-performing in-place construction work on high-head dam spillways utilizing scaffolding or temporary catwalks? 10- Has your company, in the last 10 years, self-performed in-place work on any tainter gates, such as cleaning, painting, machining of gate mechanics, replacement of pins, seals or other components, etc.? In-place work is defined as work performed and completed without removing the gate from its installed location. 7. If this requirement is advertised, do you anticipate submitting a proposal? 11.
