Description
SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS Code 541380 Testing Laboratories with a Small Business Size Standard of $15.00M for an upcoming requirement for the USGS Geosciences and Environmental Change Science Center (GECSC), Denver Federal Center, Lakewood, CO, requires analysis of graphite targets prepared at the USGS Radiocarbon Laboratory. The awarded contractor laboratory will measure ratios of carbon isotopes (14C, 13C, 12C) in the targets by accelerator mass spectrometry (AMS). THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (www.fbo.gov) website and no paper copies will be provided. The actual work statement with scope will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from Small Businesses. A firm is considered small under NAICS Code 541380 Testing Laboratories if their AVERAGE annual receipts for the preceding three (3) years were less than or equal to $15.00 million. Any information submitted is voluntary. If sufficient interest and capability is not received from small business firms, any solicitation may be issued as unrestricted without further consideration. Interested small business firms, who feel that they can provide the analysis services, are invited to submit by email an affirmative response to this announcement. An affirmative response must include: 1.REFERENCES with contact names, email addresses, and phone numbers. These references are to be for measure ratios of carbon isotopes (14C, 13C, 12C) in the targets by accelerator mass spectrometry (AMS) or similar services contracts. This information will be evaluated and used to determine if competitive opportunities exist; 2.Indicate your firm's SOCIOECONOMIC STATUS (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy; 3.FIRM NAME, ADDRESS, PHONE NUMBER, and website (if available); 4.DUNS NUMBER; your company must have a DUNs number and be registered the System for Award Management (SAM) found at www.sam.gov in order to be awarded a contract. You will also be required to provide your small business status information via Representations and Certifications with your SAM registration at the SAM website, www.sam.gov. Your active SAM registration will cover any/all of your offers to the Federal Government, and only needs updated annually; and 5.CAPABILITY STATEMENT, not to exceed 2 pages, shall include the make, model and location of equipment your firm would use to perform measure ratios of carbon isotopes (14C, 13C, 12C) in the targets by accelerator mass spectrometry (AMS). All responses must be submitted NLT 03/07/2018 at 1700 ET via e-mail to Don Downey, ddowney@usgs.gov.
