- The Federal Bureau of Prisons - Federal Correctional Institution Milan, Michigan, intends to issue a solicitation for RFQP04171800003 - Third Quarter Subsistence. The solicitation is a 100% set-aside for SMALL BUSINESS. The NAICS code is 311991/311999. Deliveries will be performed at the Federal Correctional Institution, 4004 E. Arkona Rd, P.O. Box 9999, Milan, MI 48160 between April 2, 2018 and April 9, 2018. The contract type is a firm fixed price. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: past performance, price comparison with other offers, and administrative costs. Price will be rated higher than past performance. The Government reserves the right to make single or multiple awards. The solicitation will be made available on or about March 5, 2018 and will be posted to the General Services Administration Federal Business Opportunities website: http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. The deadline for receipt of quotes is March 15, 2018, 2:00 p.m. Eastern Standard Time. Quotes received after closing date will not be considered. Payment will be made using Electronic Funds Transfer (EFT). All potential offerors are required to complete the annual representations and certifications electronically via the On-Line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. All offerors are required to have an active registration with the System for Award Management (SAM).
