Description
This is a Market Survey to locate sources of supply for the NX-1000 multiplexer component, Circuit Card Assembly, NSN 5998- 01-498-1019, P/N 002230B. The Government plans to issue a spot-buy for this item. Detailed technical data such as engineering drawings, specifications, and acceptance test procedures for manufacture and acceptance of this item is NOT available from the Army. The Technical Data Package for this item is proprietary to Sonus Networks Inc. Interested sources that are capable of furnishing this item must send a response describing in detail their ability in meeting the Government requirements. Response shall be submitted in writing through email to U.S. ARMY CECOM, ATTN: RDER-PRC-CM, Tony Lui at tony.c.lui.civ@mail.mil. The response MUST include documentation to demonstrate the interested sources' capability of supplying this item, and copy of purchasing order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, supply the item that will be form, fit and functionally interchangeable and interoperable with the existing NX-1000. Successful supplier may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army and that will be delivered on time. Pertinent information received from this market survey will be evaluated by the Government technical personnel for the purpose of planning. The Government will not reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. Deadline for receipt of proposals is close of business 15 Mar 2018. Please complete the following questions. DUNS Number: 3) Describe your Company's past performance in the manufacturing and/or supplying NX-1000 and its' component circuit cards in the past. Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. 4) Describe the qualifications of your engineering staff, who have experience in the design and production of application similar in complexity and technology to the NX-1000 multiplexer. 5) Describe your company's experience in identifying the test equipment for components similar in complexity and technology to what is used in the NX-1000 multiplexer. 6) Describe your company's experience in managing obsolescence issues. 7) Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment tool(s). 8) Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 9) Discuss your company's capability in meeting US Government contracting delivery requirements. 10) Do you have product/s or keep products in stock? This Request for Information (RFI) is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI.
