Description
Questionnaire Sources Sought Notice The 14th Contracting Squadron, Columbus Air Force Base (CAFB), MS is seeking qualified 8(a) small business sources to provide Base Network and Telephone System Services (BNTS). CAFB is attempting to locate businesses which are experienced in BNTS, capable of performing these services, and interested in fulfilling this requirement. This notice shall not be construed as a formal solicitation or obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and must be provided at no cost to the Government. A formal solicitation may be issued at a later date. The objective is to determine industry capability for these services. Vendors are invited to submit documentation (including applicable North American Industry Classification System (NAICS) information) demonstrating the capability to perform the requirements as described below. The anticipated NAICS code is 517311, Wired Telecommunications Carriers (previously known as 517110), with Small Business (SB) Size Standard of 1,500 employees. Description of Services Required: The contractor shall perform all duties and tasks associated with the management, installation and configuration of communications, information and computer systems for Columbus AFB (CAFB) and CAFB supported sites. The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services, unless specified as Government Furnished Property (GFP). Work will support the mission of the 14th Flying Training Wing (14 FTW) at CAFB by performing/providing timely, proactive, high quality communications and computer services. These services shall include the below requirements and other related services to ensure comprehensive communications inside/outside cable plant, base voice and data network service support, Information Assurance and Communications Security operations. Highly reliable wired and wireless communications systems Telecommunications support and administration Cable Infrastructure (ISP/OSP) Voice Over IP (VoIP) Information Technology (IT) planning Local customer support of regionalized data processing Department of Defense Information Network (DODIN) management and administration Defense Information System Network (DISN) node administration Base Information Transport Infrastructure Software installation, configuration and support Wing software management Information Assurance (IA) Customer training, support and education The Contractor shall perform Operation and Maintenance (O&M) and other services required to ensure network services are available 24 hours per day, 7 days per week. As a DoDIN work center in the AF Enterprise the contractor will be required to work with support centers ranging from commercial vendors, base and Major Command (MAJCOM) network control centers, AF and DoD support agencies. The responsibilities of a DoDIN Ops work center broadly include management of core servers/services; most network administration functions (excluding applications services); and most network management functions. Core servers/services (mail, DNS, domain controllers etc.) and infrastructure from the boundary equipment to the Service Delivery Point (SDP) will be remotely administered. The contractor will also be responsible for disassembly and disposition of legacy retired systems/services covered by the scope of this contract. The SDP router will be managed by AF level DoDIN Ops. DoDIN Ops centers will be responsible for the configuration, administration, and routine tasks associated with operating the devices. The proposed Period of Performance includes a 2-month Base Period with four one-year option periods and is anticipated to be Firm-Fixed Price. Note: The description provided is a summary of the required services and is not intended to be all-inclusive. Deadline for Response Submissions: Responses are requested to be submitted no later than 5:00 PM CST on Tuesday March 20, 2018. Please reference the attached questionnaire when providing responses. Submissions may use either the questionnaire or another document containing all information requested in the questionnaire (e.g document on company letterhead).
