- Full Text Amendment 1 to SP7000-18-R-0001 Combined Synopsis/Solicitation AMENDMENT 1: The purpose of this amendment is to: 1. Provide clarifications and corrections (see continuation page & Attach 3: Updated SP7000-18-R-0001 Combined Syn-Sol) 2. Include Attachment 1, Live Demo Form, to specify the method each vendor will propose for the live demonstration. 3. Include Attachment 2, "Question and Answer Forum Responses" 4. Include Attachment 3, Updated SP7000-18-R-0001 Combined Synopsis/Solicitation 1. On page 1, under IMPORTANT DATES, the dates are corrected as follows: From: Follow-up Response Date: 02/30/2018 via FedBizOpps (follow-up answers to the Q&A Forum) To: Follow-up Response Date: 03/02/2018 via FedBizOpps (follow-up answers to the Q&A Forum) 2. On page 6 of SP7000-18-R-0001 Combined Synopsis/Solicitation, within Table 2. Past Performance Quality Criteria, paragraph 1.4 is hereby corrected as follows: From: The Offeror's past performance demonstrates understanding of converting similar complex documents to Military Specifications and Standards, and the challenges associated with formatting and structuring them in XML in accordance with MIL-STD-961 and 962, and industry best practices (e.g., National Information Standards Organization (NISO), Standards Tag Suite (STS), ANSI/NISO Z39.102-2017). To: The Offeror demonstrates a familiarity of Military Specifications and Standards, and the challenges associated with formatting and structuring them in XML in accordance with MIL-STD-961 and 962, and industry best (e.g., National Information Standards Organization (NISO), Standards Tag Suite (STS), ANSI/NISO practices Z39.102-2017). 3. Clarification to Addendum to 52.212-1 - Instructions to Offerors -- Commercial Items (Jan 2017) is hereby updated to clarify what the Government expects for proposed customization piece. In the Q&A, there were questions about "scope management." The PWS clearly states under Section V, "Customization," Paragraph V.A.2. that: "The software shall structure DSP documents, specifically Military Specifications (MIL-SPECs) and Standards (MIL-STDs) in XML in accordance with MIL-STD-961 and 962, and other formatting documents and schemas (e.g., STS), as needed. The Government expects the Offerors to propose their customization capabilities that go beyond the MIL-STD 961 and 962 in accordance with industry best practices (e.g., National Information Standards Organization (NISO), Standards Tag Suite (STS), ANSI/NISO Z39.102- 2017), and other formatting documents and schemas (e.g., STS)." Table 2. Past Performance Quality Criteria paragraph 1.4 and Table 5. Technical Acceptability Evaluation Criteria Paragraph 1.4 shows where the Offeror's customization capabilities will be evaluated. Within three months of contract award: The proposed customization capabilities of the winning vendor that go beyond the MIL-STD 961 and 962 which the Government determines as beneficial, will be bilaterally incorporated into the PWS/contract, and subsequently into the project schedule.
