- ATS Registration Form to be completed by vendors interested in participating in the Site Visit and Q&A Session **Please note, this Sources Sought, FA8224-18-R-0020, replaces the Sources Sought identified as FA8224-16-R-0074. Any future updates related to the Air Turbine Starter Test Stands at Hill Air Force Base will be posted under this notice.** Industry Days & Government Request: The Government is planning to conduct site visits and Q&A feedback sessions 10-12 April 2018. Interested parties should contact both of the following individuals to schedule a tour time: Clayton.Archuleta@us.af.mil and Travis.Dean@us.af.mil. Tours will be scheduled on a first-come, first-served basis. Please ensure tour time requests include a completed ATS Registration Form. Individuals participating in the site visit shall have personal protection equipment (PPE) to include safety glasses; the Government will provide ear protection. Based upon the amount of industry interest, tour times may need to be combined in order to accommodate all parties. Please submit visit requests and completed registration forms NLT COB 30 March 2018. This is a Sources Sought to determine potential sources and elicit feedback from industry regarding the effort identified as Air Turbine Starter (ATS) Test Stands. This notice shall not commit the Government to issue a solicitation, nor to award a contract. Responses submitted by interested parties will not be considered a proposal and the Government will not be responsible for any costs incurred by contractors responding to this notice. Copies of submitted information may be reproduced for government review. The United States Air Force at Ogden Air Logistics Complex is conducting market research seeking capable sources to remove, install, and replace ATS Test Stands. Three existing ATS Test Stands shall be removed and replaced with two new ATS Test Stands that meet the requirements of Purchase Description (PD) #001. In addition, the removal of the existing facility 300psi Air System shall be replaced with a new 125psi Air System meeting the requirements of PD #002; a new 300psi Air System shall be installed in the existing facility meeting the requirements of PD #003. The successful offeror shall provide all necessary equipment, supplies, labor, management, etc. for the entire ATS system in accordance with the requirement specifications. System requirements include removal, delivery, installation, and training associated with the two new ATS Test Stands as well as ancillary equipment, e.g. air systems. Interested parties are requested to submit responses to the attached Contractor Capabilities Questionnaire (CCG) and Request For Information (RFI) #1, along with any feedback or questions related to the PDs, Statement of Work (SOW), and Section M. These submissions should be sent via email to the primary contact; please courtesy copy the secondary contact as well as Costadena.Bournakis@us.af.mil. Those contractors that previously submitted responses to FA8224-16-R-0074 do not need to resubmit any prior correspondence. PD #001 contains information that has been designated as "export controlled". In order to access the protected folder containing PD #001, vendors must be certified as a U.S. or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). To apply for this certification, interested parties must submit a DD2345. Once approved, explicit access to the PD #001 folder must be requested as well. Explicit access requests will be reviewed and granted by the Contracting Officer. Those vendors having already completed the certification process need not reapply in order to be granted access; however, an explicit access request must still be submitted. Due to the significant amount of information posted at FA8224-16-R-0074, only the most recent versions of the draft SOW and PDs (#001 - #003), wholly new draft documents, and the CCG will be available at this notice. At this time, the prior notice remains accessible for review of the previously posted documentation.
