- Description
- This is a Special Notice of intent to procure SoundTrap ST4300 4-channel recorders which provide up to 16 days of continuous operation on all four channels at 288 kHz sampling rate, or up to 3 months with duty-cycled recording on a sole source basis. A recently available modified version of the ST4300 allows for acoustic sampling at 576 kHz on 2 channels, a configuration necessary for recording of the highest frequency cetacean species. The SoundTrap ST4300 recorder delivers high performance multi-channel recording in the smallest size and most robust option currently available on the market. The Pacific Islands Fisheries Science Center (PIFSC) proposes to purchase the required instrumentation on a sole source basis from from Ocean Instruments, Inc. The Government intends to acquire the required suplies using FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. The Government intends to negotiate a firm-fixed-price purchase order with an approximate period of performance of March 15, 2017 - May 1, 2017. The NAICS code for this procurement is 334511 with a corresponding size standard of 1,250 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources who believe they have the expertise and required capabilities to perform this requirement may submit such data which demonstrates their capability. Submissions are due no later than Friday March 9, 2018 at 2:00 p.m. HST. Oral communications are not acceptable in response to this notice. Responses must be emailed to Contracting Officer, Stephanie Garnett at Stephanie.M.Garnett@noaa.gov. A determination not to compete this requirement based upon the responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Ocean Instruments can provide the requirements as stated above. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: www.sam.gov.
