- M67854-18-I-5116 EXPEDITIONARY FLUID ANALYSIS (EFAS) INDUSTRY DAY REQUEST FOR INFORMATION (RFI) Synopsis: The General Purpose Tools, Test Sets, and Calibration (GPTTS-C) Team, Program Manager Supply and Maintenance Systems (PM SMS), Marine Corps Systems Command (MARCORSYSCOM) is seeking potential sources and best practice information towards acquiring a commercial-off-the shelf Expeditionary Fluid Analysis System (EFAS). MARCORSYSCOM is particularly interested in a lightweight, man-portable EFAS that can conduct "at platform" fluid analysis tests and benchtop machine wear analysis tests. The Government is also interested in obtaining industry comments on the attached draft product description. GPTTS-C Team, PM SMS, MARCORSYSCOM will host an EFAS Industry Day on 3-4 April 2018 in the Quantico-Stafford Virginia area (specific location will be provided with coordinating instructions at a later time). Individual sessions will be held from 0800 to 1600. If selected for Industry Day participation, sessions will not exceed ninety (90) minutes. The EFAS Industry Day will consist of a limited number of individual sessions during which companies are able to discuss their proposed EFAS solutions and information. Companies wishing to participate shall submit a Quad Chart (example provided) and one page product information paper containing name, point of contact, phone number, name and title of all attendees, equipment to be presented, test data, product reliability, user feedback with testimonials, and/or company references (website). Upon review of Quad Charts and information papers, vendors will be selected and contacted for appointment date and time. Individual session participation is limited to two (2) persons per company. Only one session will be allowed per company or item. Initial questions about the RFI may be submitted via email no later than 2:00 p.m. EST, 16 March 2018 to the Contract Coordinator, Kimberly Barnes at kimberly.m.barnes@usmc.mil. All questions, answers, information discussed, and any other information pertinent to this RFI will be posted to the Federal Business Opportunities website (https://www.fbo.gov/). Information considered intellectual property will not be posted. Quad Charts, and information papers shall be submitted to Theodore Roach at Theodore.roach@usmc.mil with a courtesy copy sent to the Contract Coordinator, Kimberly Barnes at kimberly.m.barnes@usmc.mil. Quad Charts and information papers are due no later than 2:00 p.m. EST, 23 March 2018. Respondees are advised that the Government may utilize support contractors/non-Government personnel to assist in collecting and reviewing market research information. Respondees shall either 1) submit copies of executed non-disclosure agreements (NDAs) with the contractors supporting MARCORSYSCOM in technical evaluations or 2) a statement that the respondee will not allow the Government to release its proprietary data to the Government support contractors. In the absence of either of the foregoing, the Government will assume that the respondee does NOT agree to the release of its submission to Government support contractors. Inability to attend this Industry Day will not preclude any interested party from responding to future notices regarding this effort. THIS RFI IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS RFI AND GOVERNMENT USE OF SUCH INFORMATION.
