- SPECIFIC PROCUREMENT NOTICE AUDIT OF RESOURCES MANAGED BY THE MILLENNIUM DEVELOMENT AUTHORITY (MiDA) - RE-ISSUED RFP: 5830100/RFP/QCBS/02/18 1. This Request for Proposals follows the General Procurement Notice No. 7 that appeared in www.devbusiness.com and www.dgMarket.com on 13th December, 2017 and was posted on MiDA's website [www.mida.gov.gh]. 2. The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Republic of Ghana acting through the Government of Ghana (the "Government" or "GoG") have entered into: (A) a Grant and Implementation Agreement by and between MCC and the Government for the development of a Millennium Challenge Compact in the amount of up to Eight Million United States Dollars (US $8,000,000) in MCC funding ("Compact Development Funds" or "609(g) Funds"); and (B) a Millennium Challenge Compact to help facilitate poverty reduction through economic growth in Ghana (the "Compact") in the amount up to Four Hundred Ninety-Eight Million, Two Hundred Thousand United States Dollars (US$ 498,200,000) in MCC funding ("MCC Funding"). In addition, pursuant to the terms of the Compact, the Government committed to provide funding as a Government contribution to support implementation of the Compact in an amount equal to no less than seven and one-half percent (7.5%) of the amount of funding provided by MCC in the Compact (the "Government Contribution"). Together, Compact Development Funds, MCC Funding, and the Government Contribution are herein referred to as the "Audited Funds." 3. The Government, acting through the Millennium Development Authority ("MiDA"), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals ("RFP") is issued. Any payments made by MiDA under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on websites of MCC (www.mcc.gov) and MiDA (www.mida.gov.gh). 4. MiDA now invites proposals to provide the consultant services referenced above ("Proposals"). More details on these consultant services are provided in the Terms of Reference. 5. This Request for Proposals ("RFP") is open to all eligible entities ("Consultants" or "Auditors"), who wish to respond. Consultants or Auditors may not associate with other Consultants or Auditors to enhance their capacity to successfully carry out the assignment. 6. An Auditor will be selected under the Quality and Cost-Based Selection (QCBS) method, the evaluation procedure for which is described in sections of the RFP in accordance with the MCC Program Procurement Guidelines which are provided on the MCC website (www.mcc.gov). The selection process, as described, will include a review of qualifications and past performance, including a reference check, and shall be subject to verification prior to the contract award. 7. This invitation is for a fixed priced contract payable in United States Dollars. The term of the contract shall include: • a Base Period to cover the thirty-seven and one-half (37.5) months ending September 30, 2016; • a First Option Period to cover the six (6) months ending March 31, 2017; • a Second Option Period to cover the six (6) months ending September 30, 2017; • a Third Option Period to cover the six (6) months ending March 31, 2018; • a Fourth Option Period to cover the six (6) months ending September 30, 2018; • a Fifth Option period to cover the six (6) months ending March 31, 2019; • a Sixth Option period to cover the six (6) months ending September 30, 2019; • a Seventh Option Period to cover the six (6) months ending March 31, 2020; • an Eighth Option Period to cover the six (6) months ending September 30, 2020; • a Ninth Option Period to cover the six (6) months ending March 31, 2021; and • a Tenth Option Period to cover the nine (9) months and four (4) days ending January 4, 2022. Subject to satisfactory performance of the Auditor and completion of the Base Period or Option Period, as the latter case may be, MiDA shall determine at its sole discretion whether to exercise an Option Period, provided however that MiDA shall first obtain the written consent of MCC prior to exercising such Option Period. 8. The RFP includes the following Sections: PART 1 - PROPOSAL AND SELECTION PROCEDURES Section I Instructions to Consultants ("ITC") This section provides information to help potential Consultants prepare their Proposals; it also provides information on the submission, opening, and evaluation of Proposals and on the award of the proposed contract. Section II Proposal Data Sheet ("PDS") This section includes provisions that are specific to this procurement and that supplement Section I, Instructions to Consultants. Section III Qualification and Evaluation Criteria This section specifies the qualifications required of the Consultant and the criteria to be used to evaluate the Proposal. Section IV A Technical Proposal Forms This section provides the Technical Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant's total Proposal. Section IV B Financial Proposal Forms This section provides the Financial Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant's total Proposal. Section V Terms of Reference This Section includes the detailed Terms of Reference that describe the nature, tasks, and duties of the consulting services to be procured. PART 2 - CONDITIONS OF CONTRACT AND CONTRACT FORMS Section VI Contract Agreement and General Conditions of Contract ("GCC") This section contains the form of Contract proposed to be entered into between MiDA and the Auditor. Section VII Special Conditions of Contract ("SCC") and Annexes to Contract This section contains the form of those clauses of the Contract that supplement the GCC. This section also includes an Annex to the Contract (Annex B: Additional Provisions) that contains provisions that are a part of the Government's and MiDA's obligations under the Compact and related documents which, under the terms of the Compact and related documents, are required to be transferred onto any Consultant, Sub-Consultant or Associate who partakes in any MCC-funded procurement. 9. As per PDS ITC 1.4 a Pre-Proposal Meeting will be held at Alisa Hotel, 8th Avenue Extension, North Ridge, Accra on 27th February, 2018 at 10:00 hours as specified in the Proposal Data Sheet, ("PDS"), Section II of this RFP. Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory. 10. As per PDS ITC 8.1 clarifications may be requested by email only to the addresses shown below up to 17:00 hours local time in Ghana on 2nd March, 2018 so that responses can be issued no later than 17:00 hours local time in Ghana on 9th March, 2018. Proposals duly signed by an authorized representative of each prospective Consultant must be submitted on or before 15:00 hours local time in Ghana on 23rd March, 2018 at the address indicated in the PDS ITC 17.5. Proposals received after this date and time shall not be considered and shall be returned unopened. 12. Technical Proposals will be opened in the presence of prospective Consultants and/or their representatives who choose to attend shortly after 15:00 hours local time in Ghana on 23rd March, 2018 at the address for proposal submission. 13. Prospective Consultants should be aware that distance and customs formalities may require longer than expected delivery time. 14. Upon receipt of this letter, please inform us in writing, or by electronic mail, at the address shown below: (a) that you received the Request for Proposals; and (b) whether you will submit a Proposal alone or in association.
