Description
REQUEST FOR PROPOSALS FOM II-QCBS-1653/2018 CONSULTING FIRM SELECTION "TRAINING AND SENSITIZATION ON HANDLING OF RISKS OF TRAFFICKING IN PERSONS". Original title in Spanish: "CAPACITACIÓN Y SENSIBILIZACIÓN SOBRE MANEJO DE RIESGOS DE TRATA DE PERSONAS". The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the "Government" or "GOES"), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) ("Grant Agreement"). The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation. The Government, acting through "El Fondo del Milenio II" or "FOMILENIO II", intends using part of the funds to eligible payments under the terms and conditions of the contract resulting from this consulting firm selection procurement, to perform this consulting service in a transparent and financially viable, according to the following detail: No.: FOM II-QCBS-1653-2018 TITLE: "TRAINING AND SENSITIZATION ON HANDLING OF RISKS OF TRAFFICKING IN PERSONS". Original title in Spanish: "CAPACITACIÓN Y SENSIBILIZACIÓN SOBRE MANEJO DE RIESGOS DE TRATA DE PERSONAS". TERM OF CONTRACT AND PROVISION OF SERVICES: Base period: 455 calendar days. Optional period: 100 calendar days. Both terms counted from the Commencement Order, which will be issued in writing by FOMILENIO II. DATE AND TIME(1) OF CONFERENCE PRIOR TO RECEIPT OF PROPOSALS: Monday, February 12, 2018, at 10:00 a.m. DATE AND TIME(2) LIMIT OF RECEIVING PROPOSALS: No later than Wednesday, March 14, 2018, until 4:00 p.m. Notes: 1 and 2, official time in the Republic of El Salvador (UTC-06:00) The conference prior to receipt of Proposals will be held in the offices of FOMILENIO II. Although it is not a mandatory meeting, it is recommended to assist all potential interested consulting firms or their representatives. Payments from FOMILENIO II shall be subject, in all respects, to the terms, conditions, including restrictions on the use of MCC funding agreement. Any other party than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC. Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy. The consulting service to be provided under this request will be selected under the method of Quality and Cost Based Selection - (QCBS), described in the documents of Request for Proposals (RFP), according to MCC Procurement Guidelines of August 15, 2015, Section 1.B and its modifications, posted in http://www.fomilenioii.gob.sv/directrices-de-adquisiciones. With this Specific Procurement Notice, FOMILENIO II seeks to obtain Technical and Financial Proposals from consulting firms specialized in the handling of risks of trafficking in persons. The scope of the services is focused on: Sensitizing the personnel of the contractor companies, subcontractors, Supervising Engineer and their workers to prevent, not getting involved in the crime of human trafficking or sexual harassment or bullying, both within companies builders as well as the areas surrounding the Littoral highway that will be intervened by the Logistics Infrastructure Project, as well as the working personnel and population that lives, transits or stays in the construction areas, knows the response mechanisms against the suspicion of an incident of trafficking in persons and other forms of violence such as sexual harassment in the framework of the Infrastructure Project. Interested consulting firms may obtain the Request for Proposals (RFP) documents, free of charge, at the address indicated below, starting from Wednesday, January 31, 2018, Monday through Friday from 9:00 a.m. to 12:00 m. and from 2:00 p.m. to 5:00 p.m., official time in the Republic of El Salvador (UTC-06:00). The Request for Proposals document may also be downloaded after free registration, from the FOMILENIO II website http://www.fomilenioii.gob.sv/adquisiciones/procesos, under the "Adquisiciones" tab, select and search for menu option labeled: "Avisos Específicos", from the date indicated above or in hardcopy form, at no cost, at the address indicated below. Those consulting firms interested in registering their e-mail address, general data and expressing their interest in participating in this procurement, will receive notifications via the e-mail registered, related to clarification notes, amendments or any other necessary information related to this procurement, issued during the period specified in the invitation documents. Besides sending this information to the registered e-mail address of interested consulting firms, it will be available for everyone for downloading, previous free online registration, in the FOMILENIO II website http://www.fomilenioii.gob.sv/adquisiciones/procesos. All data and proposals of interested consulting firms should be submitted in Spanish language, under the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, dated January 26, 2015. Proposals must be submitted and registered at the address mentioned below no later than the deadline time and date indicated in the Request for Proposals document, according to the chart shown above in this notice. The consulting firms must take into account that customs formalities and shipping distances may extend the estimated delivery time. Proposals that arrive after the deadline and time to submit and register proposals will be returned unopened.
