- Solicitation The Ouachita National Forest has a requirement to perform Janitorial Services at a number of sites/areas as further detailed in the Schedule of Items and Performance Work Statement. It is anticipated this solicitation will result in multiple awards on the basis of technical capability, past performance and price as best meets the needs of the Government. The proposed contracts will have a base period, which runs through March 31, 2019 and four option years, which if exercised could extend contract performance through March 31, 2023. There is no guarantee that any options will be exercised by the Government. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 561720 and the small business size standard is $18 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. The proposed contract is 100% set-aside for small business concerns. Performance of these contracts is subject to the Service Contract Act. Offerors are encouraged to visit the Department of Labor Wage Determinations Online website (www.wdol.gov) to determine prevailing wage rates in applicable Arkansas counties of performance prior to submitting an offer. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. It is highly recommended that you visit the sites before submitting an offer. See page 8 for contact numbers. All questions pertaining to this solicitation must be submitted in writing to Latricia Robbins at lrobbins@fs.fed.us. You may submit an offer for one or multiple locations. Quantities are estimates only which may result in more or less. Proposals shall be submitted electronically (preferred method) to lrobbins@fs.fed.us with the subject line of Janitorial Solicitation. Or you may mail to the Forest Service AQM Dept. 100 Reserve Street Hot Springs, AR 71901 FAX proposals will not be accepted. Do not sent back the entire Solicitation, see page 19. This Solicitation closes April 9, 2018 at 2:00 pm. No proposals will be accepted after this time.
