- Maintenance service for on the DMA Q800 This is a combined synopsis/solicitation for a commercial item. The Naval Surface Warfare Center, Bethesda Md. Carderock Division, (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract to: TA Instruments-Waters LLC @ 159 Likens Drive, New Castle, DE 19720-2765 The basis for restricting competition is for the following reasons: TA Instruments makes and sells the DMA Q800 instrument to measure the dynamic property of materials. They are uniquely qualified to provide maintenance service of our code’s instruments for the following reasons: The design of the DMA contains unique features such as the air suspension of the shaft and company-proprietary control software. As the instrument maker, TA has access to both parts and software to perform instrument maintenance in an expedient manner. No other company is known to offer similar maintenance service. DMA instruments have received custom modification to operate in conjunction with mechanical air chillers, instead of liquid nitrogen chillers commonly sold with the DMA, to fit our laboratory needs. The hardware and software modifications were made by TA and could not be serviced by a third party To: Procure a basic maintenance agreement for two Dynamic Mechanical Analyzers (DMA) Q800 instruments, covering labor, travel, and parts for up to two service visits per year for a period of three years. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 dated 06 November 2017 and DFARS Change Notice 20171228. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 334516 which has a business size standard of 1000 employees. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 22 March 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 22 March 2018, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
