Description
The Philadelphia Office of NAVSUP Fleet Logistic Center s Contracting Department is seeking capable sources for the requirement of vision-related education, training, and readiness services in support of the Vision Center of Excellence (VCE). A fundamental function of the VCE is to improve military ocular combat casualty care (MOC3). VCE s focus in casualty care and readiness lies primarily in prevention, mitigation, diagnosis, treatment, and rehabilitation of military-related eye injuries and conditions in all environments, with an ultimate goal of ensuring a Medically Ready Force and a Ready Medical Force. Integral components of these aims are institutionalization of lessons learned within DoD, and translation, adoption and perpetuation of those lessons by the civilian ocular communities. In this regard, VCE desires to actively influence and impact systems-level as well as local and individual practice. The vision-related education, training and readiness services required under contract shall impact a wide range of constituents by identifying gaps in military vision readiness education and training, and by developing, disseminating, and implementing enduring products, processes, procedures, and policies to close those gaps. This will require close collaboration with a variety of providers, clinicians, and vision stakeholders within and outside of the VCE. The exacting nature of this work necessitates personnel who are clinical subject matter experts in ophthalmology (and its subspecialties), optometry, and vision rehabilitation, and who have expert knowledge and skills in the management and treatment of military ocular trauma, diseases and injuries. This includes expert familiarity with pathways of care and medical capabilities across the spectrum of the military healthcare system (e.g., from garrison through field and operational deployment environments) and across all echelons of care (e.g., from battlefield buddy aid to MEDCEN-level subspecialty care, through the medical evaluation and retention process, and from DoD into VA healthcare). Additionally, VCE seeks to investigate and apply all manner of modern and novel educational methods, including (but not limited to) simulation, distributed- and e-learning, and virtual reality, as well as traditional means. Contractor shall follow government 508 compliance standards in the development of all education and training materials This is a request to seek capable vendors. These services are currently being supported. Services, under which support is provided, expires on 30 September 2018. The contract number is W81XWH-08-D-0025-0046. The anticipated award will be for a base period of 12 months with two-one year options. Solicitation is expected to be issued no later than 1 April 2018. The applicable NAICS code is 611710, however other NAICs codes will be considered.
