Description
INU TEQ, LLC has a requirement for a Projection System upgrade to be installed and to include training on an existing project. INU TEQ intends to purchase the items from RSI Visual Systems, Inc. located at 955 Freeport Parkway, Coppell, Texas. RSI Visual Systems is the only vendor that can provide this equipment and service. This is an upgrade to an existing system comprised of specific projectors and installation-specific blending/distortion correction processors. The proposed system consists of Barco components to upgrade existing components: Projectors, Wide angle zoom lenses, Warp and Blend image processors. Includes network equipment and signal cabling. The proposed system is compatible with other components of simulation infrastructure in adjacent labs. The system is engineered by the offeror specifically to project three channels of imagery onto an existing cylindrical viewing screen 136 degrees horizontal and 44 degrees vertical in aggregate. Benefits to not competing includes replacing aging and failing hardware on a system currently supporting a highly visible X-57 research activities. A non-competitive procurement minimized the risk of all-out-loss-of-capability and eliminates the risk of introducing unique software demands on the source graphics. Unique software demand would require customer-side labor, possibly exceeding the cost of the procurement. Procurement includes installation, calibrations, alignment and training services. The same provider as other systems in the lab reduces life cycle maintenance cost and operational risk. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on March 16, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
