- NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, firm-fixed priced supply contract for various repair parts to support the RECAP and RESET program PATRIOT Electrical Power Plant III (EPP III) at Letterkenny Army Depot (LEAD) to Jenoptik Advanced Systems LLC, 6940 Commercial Ave., El Paso, TX 79915 (CAGE Code 1VD61). This will be for a base year and four option years. The Government does not possess the technical data package (TDP). The TDP is proprietary to the original manufacturer Jenoptik Advanced System. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The 2018 North American Industrial Classification System (NAICS) code 335311 Power, Distribution, and Specialty Transformer Manufacturing, the size standard is 750 employees and the product code is 2920. The Statutory Authority permitting Other than Full and Open Competition for this action is U.S.C. 2304(c)(1) as implemented in FAR 6.302-1(a)(2), "Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements". The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Simplified Acquisition Procedures at 41 U.S.C. 1901, as implemented by Federal Acquisition Regulation Subpart 13.5. Solicitation number W911N2-18-R-0008 will be released on or about March 22, 2018, with a closing date on or about April 23, 2018. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://www.fbo.gov on or about March 22, 2018. All interested sources may submit a proposal which shall be considered by this agency. It is noted that offerors must be registered in the System for Award Management (SAM) Database to receive a Government contract award. Offerors may register for SAM at: https://www.sam.gov.
