Draft Statement of Work Construction of a multi-purpose community (MPC) center/shelter in Huamanga Province, Ayacucho, Peru Project Description: The Regional Contracting Center-Americas, 410th Contracting Support Brigade intends to award a Firm Fixed Price construction contract to construct multi-purpose community (MPC) center/shelter in Huamanga Province, Ayacucho, Peru, to demolish an existing two-story multi-purpose building, and construct a new three-story multi-purpose building in the same location. This building will serve as a multi-purpose community center. The center construction work will include site preparation, preliminary work, communication room, female/male dorm rooms with bathrooms, multipurpose room, examination rooms with bathrooms, lobby, storage rooms, children dorm room with bathroom, displaced personnel room, elevated water tank and reserve cistern, backup generator, and landscaping in accordance with (IAW) the Statement of Work (SOW) and Technical Exhibits 2 and 3, Ayacucho MPC Designs. Power, sewer and water utilities are not available at the project location. It is the contractor's responsibility to provide them during construction. The Contractor shall provide soil study, geotechnical study, validation of foundation and building designs, and labor required for the construction of the center complex. The center complex shall be constructed of concrete masonry unit (CMU) blocks and reinforced concrete. Work executed by the contractor shall include the followings plus any other related works for the construction of the multi-purpose center building. - Demolition of existing multi-purpose building; - Site preparation (i.e. cut, fill, level, drainage); - Construction of center complex; and - Provision of required furniture and equipment (as an option). Technical Exhibits 2 and 3 which provide the MPC designs in AutoCAD 2016 and pdf formats and Technical Exhibit 4 - project sign and seal plaques are not available at this time. These technical exhibits will be posted on or about 23 March. Place of Performance: The work to be performed under this contract will be performed at the Ayacucho Region, Ayacucho Province, Huamanga Province, Ayacucho District, Libertad street corner No. 511, 513, and 519, Peru, C.A. Magnitude: The magnitude of this project is estimated between $1,000,000.00 and $5,000,000.00 U.S. Dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation and any technical exhibits (when applicable), which will include designs and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation should be made through electronics means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. Registration in the System for Award Management (SAM) is required of Contractor to receive contract award. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Interested parties can obtain further information on SAM at web site https://www.sam.gov. There is NO fee to register for this site. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about 9 April 2018. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Site Visit: An exact date for an organized site visit has not yet been determined, however it will take place any day between 15 April through 14 May 2018. If you are interested in attending the site visit for this solicitation, respond via email no later than 08 April 2018, 12:00 P.M. (C.D.T.). Include company name, participant's name, email address, phone number, names of any additional proposed attendees, company role for all proposed attendees (prime contractor or subcontractor). An update to this notice will be issued as soon as a date for the site visit has been confirmed. Construction Time: Estimated construction time is 360 calendar days from issuance of Notice to Proceed. Type of Set-Aside: The applicable NAICS code is 236220, Commercial and Institutional Building Construction. This requirement will be solicited unrestricted to obtain full and open competition. Contract Type: The Government intends to award a single award, firm fixed-price, for the construction of the Multi-purpose building referenced above. Contemplating Awardees: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Peru, the offerors must meet the following requirement for OCONUS: DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed and (2) FAR 52.236-7, "Permits and Responsibilities" -The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Contractor shall provide copy of its certifications and permits with its proposal. Contract award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: The anticipated award date for this effort is on or about 2 September 2018.
