- Purchase of 1 EA dual-capability classified disintegrator This contract was awarded fixed-price and sole source to Capital Shredder Corp. In order to meet the mission requirement, a shredder/disintegrator with the ability to shred both paper and hard drives was needed. However, due to the shredder processing classified information, the machine needed to also be present on the NSA evaluated product list. The only dual-capability disintegrator approved by the NSA was the MX-400 by Captial Shredder Corp. The option to buy two separate shredders to meet the need to disintegrate paper and hard drives was determined to be extremely costly, potentially making the cost 50% higher than what was originally expected with the purchase of the single unit. This requirement was awarded through the use of existing GSA contracts, with three separate sources contacted for market research purposes, therefore fulfilling the requirement at FAR 8.405(c) for the surveying of at least three schedule contractors when working with a requirement above the micro-purchase threshold, but not exceeding the simplified acquisition threshold. This effort was awarded in accordance with Firm Fixed Price procedures and using Other than Full and Open Competition IAW FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
