Description

This Notice of Intent is provided to advise that the Government intends to Sole Source a contractual action via a Firm-Fixed-Price contract to Calvin L. Hinz Architects, P.C., a Service Disabled, Veteran Owned Small Business. The purpose of this action is to provide Construction Period Services for Project 636A8-14-006 Replace Steam Traps & Correct Condensate Over Pressurization at the VA Iowa City Health Care System (VAICHCS), Iowa City, Iowa. Calvin L. Hinz Architects previously was awarded a competitively bid contract to furnish 100% Construction Documents for this requirement. Construction Period Services will allow for administration of this project throughout construction, utilizing this firm s construction design documents. Calvin L. Hinz Architects has the experience and technical knowledge to continue to perform these services, without the duplication of costs, labor efforts and unwarranted time delays. The 100% Construction Documents were completed by Calvin L. Hinz Architects for the original design of this project. This procurement will be made under Other Than Full and Open Competition as authorized by the Federal Acquisition Regulation, FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and statutory authority permitting other than full and open competition. The contract for construction period is anticipated to be awarded within the next 30 to 60 days. A Notice of J&A will be posted after award. This is a notice of intent of a sole source contract and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that VA should not pursue this sole source procurement with the AE firm Calvin L. Hinz Architects, then they should submit information by 10:00 am CST on March 23, 2018 to angelique.mabley@va.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
